1 <br />1 <br />Parcel No. 1 was discussed next. Mr. Menkveld was requesting rezoning for the remainder <br />of the parcel not already commercial and a special use permit for the whole parcel. <br />There was no petition of necessary signatures. W. Locher mentioned that the County <br />had a greater setback than did the State along Hwy. 8 also, they had not complied with <br />the requirements of Ordinance 39 by producing drawings, etc. for the court. After <br />some discussion of the problems involved, Mr. Summers stated that they were willing <br />to withdraw their request for this parcel if the Council would grant hearings on <br />parcel No. 3. <br />After brief discussion, the Council moved on to parcel No. 3. W. Summers produced <br />plans (plus several additional sets); also, the petition had the required signatures. <br />Mr. Locher spent a considerable amount of time checking all the legals, etc. He <br />noted that Tilsen, etal, owned the parcels on the west, north and south sides of this <br />parcel. The Behm brothers have a life estate on a parcel owned by Tilsen. Mr. Locher <br />discussed the roadway with W. Menkveld. Mr. L'Allier noted that the adoption of <br />Ordinance 21C earlier this evening would help in this matter. <br />Mr. Locher announced that of the 320 acres in adjoining land involved, Mr. Menkveld <br />had the signatures of the owners of 225 acres which was some 12 -13 acres over the <br />2/3 needed and was sufficient. <br />W. Bohjanen moved that the Council grant Mr. Menkveld hearings for rezoning and <br />special use permit on parcel No. 3 with the stipulation that the request for hearings <br />on parcel No. 1 be withdrawn. Seconded by Mr. Rosengren. Vote: No: Mr. Jaworski <br />and Mr. Cardinal; Aye: Mr. Rosengren, W. Bohjanen and W. L'Allier. Motion carried. <br />Mr. Summers stated that he hereby made a withdrawal of the request for hearings on <br />parcel No. 1. Mr. Jaworski moved to accept Mr. Summers' withdrawal on parcel No. 1 <br />and to refund the $75.00 paid towards the trailer court request. Seconded by Mr. <br />Rosengren. Carried unanimously. <br />There was discussion on setting hearing dates. With the approval of Mr. Summers, <br />Mr. Bohjanen moved to set the date of April 15th at 8:30 p.m. for hearings before the <br />Planning & Zoning and the date of May 11 at 8:30 p.m. before the Council on the <br />matter of rezoning and special use permit for parcel No. 3. Seconded by Mr. Jaworski. <br />Carried unanimously. <br />Upon the Clerk's inquiry, W. Summers authorized the transfer of the refunded $150 <br />for two trailer court requests to be used to defray rezoning and special use permit <br />costs. <br />The Park Board minutes were read. Mr. Jaworski asked Mr. Cardinal if the Planning <br />and Zoning had discussed the setback of the road around Centerville Lake going to <br />the park and was told no. There was some discussion on this matter. <br />W. Jaworski stated that he had looked at the map at U.S. Lakes Development which <br />was supposed to show the area proposed for parks but that there were none shown on <br />it. Mr. Rosengren reminded that we had previously thought of having a park at the <br />curve on 7th Avenue on this side of the channel. <br />Mr. Jaworski wished to know when the area for parks on the Waldoch property would <br />be decided. He wished to put in ball diamonds but nothing permanent. Mr. Rosengren <br />thought that the lower ground would make nice camping grounds, but that the center <br />part of the property should be left for a future Village Hall. <br />
