A letter from Representative Vernon Pleiaance was read which endorsed our <br />request for legislation on State Aid monies for roads for municipalities under <br />5,000 population. Copies will be made for the Council. <br />On Mr. Locher's suggestion, Mr. Jaworeki moved to authorize the Engineer and the <br />Clerk to open the bids on the municipal building on June 22, 1970, at 1:30 p.m. <br />for tabulation and presentation to the Council that evening. Seconded by Mr. <br />Rosengren. Carried unanimously. <br />Mr. L'Allier asked Mr. Rosengren to check out a report that a dam is being built <br />on Rice Creek near the bridge on Hodgson Road. <br />Mr. Rosengren reported that he had checked the water level in Rice Creek earlier <br />and found that Rioe Lake is higher than usual because the water is flowing back- <br />wards into Reshanau Lake; usually. Rioe Lake is about 1 foot lower than Reshanau. <br />Mr. Bohjanen asked Mr. Locher if a check could be made into the costa of the <br />present Municipal Court system as opposed to the former system. Reports are <br />circulating that the officers won't make arrests because it goats too much to <br />go to court. Mr. L'Allier agreed that the officers have to take time off from work <br />to attend the day -time sessions. Mr. Locher explained the procedure when the <br />aocuaid pleads 'not guilty', noting that the Village -gets 50% of the fine on a <br />Village ordinance conviction after oosts are deducted, but that we get practi- <br />cally nothing when the violation is tagged by the Highway Patrol, Sheriff's <br />Office or Water Patrol, even though we are obligated. to prosecute the case. He <br />felt it would bear some discussion with our legislators. Mr. Bohjanen stated <br />that he had mentioned the matter to our representative once; he seemed willing <br />to proceed with legislation, feeling it was only fair. that since the State and the <br />County get the money, they should pay to prosecute.. <br />After discussion, Mr. Bohjanen moved that letters be written to our Representative <br />and Senator asking them to study the matter and consider drafting legislation <br />which would return the cost of such prosecution to the municipalities. <br />Seconded by Mr. L'Allier. Carried unanimously. The matter will be discussed at <br />the next meeting. - <br />Upon a request by W. Myhre, Mr. L'Allier moved to authorize permission for our <br />police force to join with the Lexington and Circle Pines police forces to sponsor <br />a July 4th celebration. Seconded by W. Rosengren. Carried unanimously. <br />Mr. Locher stated that they would be covered under our insurance. <br />Rosengren moved to pay the bills as audited.
