IIIindustry. Mr. Leone stated that unless the Legislature apportions money from some
other source, the taxes on residential areas will stay high. He strongly urged that
people eontaot their Legislators and make plenty of noise.
Mr. Leone stated that the assessed valuation in Lino Lakes will go up about 40% in
1970. Also, the school assessment' will go.up more too. There was considerable dis-
cussion on the Green Acres Law and how one qualifies for deferred payments under it.
Mr. Leone mentioned that land under Green Acres does not increase in assessed value
although the buildings on such land do.
There was considerably more discussion on various items. Mr. Leone stated that under
Green Acres a farm, after a few years, is only liable for the tax difference for the past
3 years when it is sold or no longer used as farm land. Mr. Leone also explained the
State's method of levying a flat percentage increase in all property values in a munici-
pality in order to raise its values to par with the rest of the County.
Upon questioning by Mayor L'Allier, Mr. Leone stated that the County only goes in to do
the assessment if the Assessor does not.have the work done by the due date. He stated
that Mrs. Sarver has had her work in on time. He thought our assessed value might be up
by 480 -50% due to lots of new construction. The Clerk was asked to contact the Assessor's
Office for data.
airs. Sarner stated that she felt the Airport was.needed in order to lower our taxes. It
was noted that Anoka County was shunned when it cane to Metro items, as well as high rent
areas, etc. There was discussion on future Metro Park plans; Mr. L'Allier stated that,
IIIMetro will allow Reshanau Lake to be developed.
After more general discussion, Mr. Bohjanen and Mr. Rosengren disowned with Mr. Leone a
problem on a 10! strip purchased by Mrs. Marie Gunderson. It was acknowledged that the
property was taxed high in 1968 since it had not yet been -split and was worth more. Mrs.
Sarner stated that the strip should be combined with Mrs. Gunderson's property and
homesteaded.
The Mayor and Councilmen signed the forms certifying the assessment. Mr. Bohjanen moved
to close the meeting at 8:52 p.m. Seconded by Mr. Rosengren. Carried unanimously.

The regular meeting of the Lino Lakes Village Council held on June 22, 1970, was called
to order at 8:03 p.m. by Mayor L'Allier with all members present.
Mr. Bohjanen moved to accept the June 8th minutes as corrected. Seconded by Mr. Jaworski.
Carried unanimously.
The Clerk presented beer and danoe applications -which were turned over to Attorney Locher
for approval. A letter from NSP stating that the requested street lights had been
installed as of June 1 had been received. The Clerk reported that sales tax monies in the
amount of $12,321.08 had been received; $5,000 of this goes to Roads & Bridges Fund.
The affidavits of publication on the building bid had been received from Forest Lake
IIITimes and Construction Bulletin.
A letter from the County concerning the tax - forfeit parcels to be put up for sale was
considered. Mr. Rosengren stated that he and Mr. Gotwald had looked at the lots in

Nordin Manor plat which is not actually wide enough to qualify for acceptance by the
Village. Mr. Cardinal moved, on Mr. Gotwald's recommendation that Lino Lakes acquire
Lots 8, 9 and 10 of Block 3 of Nordin Manor for use as a ponding area. Seconded by
Mr. Bohjanen. Carried unanimously.
The Clerk reported that all of the office copies of the building specs were out and
that more copies were coming from the Engineer. Mr. L'Allier requested that copies of
Mr. Steffen's testimony for Park and Open Space Development be made for the Council.
After more discussion on the tax- forfeit parcels on the index sheet, Mr. Rosengren moved
to put Lot 14 of Aud. Sub. 151, up for sale. Seconded by Mr. Bohjanen. Carried
unanimously.
There was some discussion about modular homes. On the recommendation of the Planning &
Zoning it was decided to have the Building Inspector, the Engineer, and the Planner give
sone professional advice on these homes before a decision on allowing them into the
Village is made. Mr. Dupre stated that there had been complaints on the sheeting used
in the prefab, etc., but that our coda doesn't require sheeting, nor does it specify of
exactly what material many things are to be built. Mr. Locher stated that he oould find
nothing in the code on siding except for stucoo.
Mr. Cardinal moved to have Mr. Gotwald oheck the Skelly sign on the Tom Caron property to
see if it meets the code. The Planning & Zoning had had some questions on the supporting
poles. Motion seconded by Mr. Rosengren. Carried unanimously.
Mr. Cardinal stated thet.the Planning & Zoning had discussed the new plumbing code and
had requested that all of our plumbing and.sewer regulations be combined into one
ordinance to Hake it less confusing to builders and plumbers who would otherwise have
to check back and forth among the 3 ordinances. Mr. Cardinal moved to authorize
Mr. Locher combine the two plumbing ordinances. Seconded by Mr. Jaworski.
Mr. Locher noted that'the only alteration in Ord. 37 amends the plumbing code in
requiring oast pipe stubbing and arranges for a fee schedule. Mr. Locher also stated
that adopting the new plumbing code has eliminated both prior ordinances (No. 47 and 48)
except for the cast pipe stubbing and the fee schedule and in effect has repealed both
of the ordinances. The Clerk asked if we then still had.e.fee schedule when the new
ordinance is published and was told no, not as things stand. There was dome more dis-
cussion. Mr. Locher stated that he would clarify the natter with the Planning & Zoning
at their-next-meeting.- The notion- was -- withdrawn; the publication of -new- .Ordinance -53 --
will be held up until clarification.
Mr. Cardinal reported that the natter of blacktopping the streets in, Twilight Acres had
been discussed at Planning & Zoning. There was considerable discussion on this natter
,which is somewhat confused.since incomplete minutes on it are hard to decifer. Mr. .
Rosengren indicated that he felt that Lino Lakes should assume all roads in the Village
now and maintain them; a cutoff date should be set and after that date the Village should
take no more streets for maintenance. Mr. Jaworeki noted that if we did no maintenance
in Twilight until the blacktop is put in, it will cost considerably more to do the
blacktopping in a few years. Mr. Cardinal proposed that we do partial maintenance in
1970 in Twilight and plan to oil it next year. There was some discussion on other non-
accepted roads in the Village. Mr. Bohjanen moved to have the Road Superintendent, the
Roads Dept. and the Engineer check all these roads which have not been accepted by the
Village and report on them by the next meeting. Mr. Rosengren noted that most of this
information was already collected by the Engineer last year and that it would be
necessary only to measure them. Motion was seconded by Mr. Jaworski. Carried. unanimously.
After discussion on the Verner Dahl trailer on Main Street which has not yet been
removed, Mr. Cardinal moved that a letter be sent to Mr. Dahl telling his that the
trailer must be removed or it would be tagged and warrant be served on him. Seconded
by Mr. Bohjanen. Carried unanimously.
Mr. Cardinal noted that the Planning and Zoning had discussed another trailer on
County Road J. Mr. Myhre stated that it was not being lived in and was for sale;
this is allowed under our ordinance. Mr. Locher stated that there are some ordinances
out which specify special parking areas for trailers which are being stored. After
discussion on different types of trailers, Mr. Jaworaki moved to have Mr. Locher check
other municipal ordinances on parking of trailers. Seconded by Mr. Rosengren.
Carried unanimously.
Mr. Cardinal reported that W. Ray Rehbein had brought in a proposed plat on Marshan
Lane to the Planning & Zoning and had requested a variance on Lot B of that plat so-
that he could close the deal on his house immediately. Mr. Cardinal moved to set
hearings on Mr. Ray Rehbein's proposed plat before the P&Z on July 15 at 9:00 p.m6
and before the Council on July 27 at 9:00 p.m. Seconded by-Mr. Bohjanen. Carried
unanimously. The legal descriptions are needed before the notices can be drawn up;
also a check for $100 muat,be deposited towards the costs on the plat. There wes,some
discussion on the plat.
Mr. Cardinal moved to grant a variance to Ordinance No. 21A to Mr. Raymond Rehbein for
Lot B of his proposed plat on Morahan Lane described as follows:
That part of the Southeast 1/4 of Northwest 1/4 of Section 17,
Township 31, Range 22, Anoka County, described as follows:
Commencing at the Southeast corner of S.E. 1/4 of Northwest 1/4
of Section 17, thence North 0° 04' East along the East line of
said S.E. 1/4 of N.W. 1/4 a distance of 249.91 feet, thence
North 66° 01' West a distance of 720.56 feet to the point of
beginning of property herein to be described thence South 66° 01'
East a distance of 110 feet, thence South 2319 59' West a distance
of 202.48 feet to a point on the course North 78° 56' West as
recorded in Book 327 of Deeds, page 368, distant 60.25 feet from
the point of beginning of said course, thence North 78° 56''West
along said course a distance of 41.75 feet, thence North 21° 25'.
West a distance of 33.5 feet, thence South 88° 20' West a distance
of 50.72 feet to a point South 23° 59' West of the point of
beginning, thence North 23° 59' East a distance of 218.41 feet to
the point of beginning.
The motion was seconded by Mr. Jaworski. Carried unanimously.
A letter from Mr. Bernard Steffen, County Administrator, was read concerning the
proposed ordinance on sanitary landfills, incinerators and transfer stations in
the County. Copies of the letter will be made for the Council. Mr. Jaworaki had
looked over the proposed ordinance and found it to be very restrictive. It called for
fencing and screening, full -time attendants, allowing private citizens to dump anything.
However, it mentioned nothing on rodent control, which Mr. Jaworski felt was very'
important and should be included. Mr. Jaworski moved to authorize the Clerk to send
a letter to Mr. Steffen indicating that Lino Lakes would like to see rodent control
contained in the proposed ordinance. 'Also, if any of the Council had anything else
to include in the ordinance to add that to the letter. Seconded by Mr. Cardinal.
Carried unanimously.
Mr. L'Allier stated that he had attended a meeting of the referral committee of

the Metro Council concerning a proposed sanitary landfill in Blaine by Johnson Bros.
Construction. The fill is to be taken from a quarry located in the area,of Hwy 36
and Stinson Blvd., and will be dumped with equal amounts of sand on the Blaine site to
eventually form a ski slide. It was noted that we might receive obnoxious odors if
the wind is in the right direction since the location is in Section 13 in Blaine,
between Lexington Ave. and Sunset Drive. W. Rosengren commented on the amount end
type of equipment which Johnson Bros. has already obtained to do the job. It was
decided that if anyone wanted to discuss this further at the next meeting to notify
the Clerk to put it on the agenda.
Mr. Jaworski noted that he had not, gotten bids on a new paint sprayer. W. Rosengren
stated that Mr. Gotwald would have estimates for the summer roed,work by the next
meeting. Also, Mr. Schiffsky will provide gravel from the Hansen pit through July.
Mr. Roaengren presented a resolution received from the County regarding the taking
over of a piece of Old Hwy 8 from Hwy 49 (Lilac Street) to Pine. Street and renumbering
it,as County #23. Mr. Rosengren moved to adopt the proposed resolution on the above.
Seconded by,Mr. Cardinal. Carried unanimously.
Mr. Rosengren stated that he had received an offer of $15.00 from a Mr. David Coyer
for the old iron -wheel grader. Mr. Cardinal moved to accept the above offer and to
sell the grader. Seconded by Mr. Jaworski. Carried unanimously.
Mr. Rosengren read a letter from Ken Rehbein asking that 2 holes left in Nancy
Drive by the gas company be filled in. The Clerk was instructed to call North
Central to have them do something about it.
Mr. Rosengren also stated that the pond at the new hall location doesn't look too
good; also, it might be dangerous for.obildren. He suggested that it be filled back
in. Mr. L'Allier moved to have the pond hole filled back in. Seconded by Mr.
Bohjanen. Carried unanimously. Mr. Rosengren was authorised to get a,turnepul to
do the work.
Mr. Cardinal moved, on Mr. Locher's approval, to grant the following licenses:
1. On and off sale 3,2 beer to the following: Luther LeVesseur, Delores
Peters, Annie Ross and Jim C. Aragon;
2. Off sale 3.2 beer to Hank Speiser;
3. Dance lioease to Jimmy Aragon.
Seconded by Mr.4aworski. Carried unanimously. The Clerk mentioned that Mr. Van de Loo
of the State Tax Dept., had brought in -e copy of the signed affidavit from Stanley
Thayer.
W. Bohjanen stated that there had been no Community & Business Development Commission
meeting since the last Council meeting. However, he had been approached by people
on Reshanau Lake who oomplained that the developer had'left a few mosquito holes.
Also, the area on the opposite side of the lake from the models was in bad shape
with weeds and brush. W. Bohjanen wished to have the Mosquito Control brought in
or ask Jandric to do something about the problem. W. L'Allier stated that he
had already talked with Mr. Gotwald about the problem and that the Conservation Dept.
was discussing the matter with Jandric about the possibility of spraying the weeks.
W. Bohjanen moved to authorize the Clerk to check with Mr. Gotwald in a week or so
on the problem, and if it still exists, to write the Mosquito Control to spray the
area. Seconded by W. Jaworski. Carried unanimously. Copies of the letter, if
written, will be sent to the Conservation Dept., to Jandrie, the Engineer and the
Council.

Mrs. Kiang stated that the Jandric development seemed to be at a standstill; she
thought they might pull out and leave the mess. It was noted that at the present
Jandric is putting their main selling effort into a new development south of the
Cities. W. L'Allier stated that.he had talked with the Engineer on the water level
in Reshanau and found that the lake had risen 2.2 feet between the April and June let
readings. There was some discussion.
Mr. Bohjanen asked the Building Inspector whether two'separate septic systems are
required in a duplex and was told "no ", but a larger drain field was needed; the
usual ratio is 100' to each 5 people. The Clerk indicated that the Plumbing
Inspector had checked and okayed the septic tank.
W. Bohjanen moved that we require Clyde Rehbein to get a septic system license and
the proper sewer permits by July 13th. This includes having a $5,000 bond and
proper insurance. A letter will be sent to this effect. Seconded by Mr. Jaworski.
Carried unanimously. There insued some discussion on requiring a plumbing permit to
be shown to the Building Inspector before the building permit is issued. The Clerk
noted that the building permit number is required on the plumbing permit. It
was decided that the Building Inspector would not inspect a house until the plumbing
permit is shown him.
Mr. L'Allier passed out notices from School Dist. #16 on a meeting•to be held on
the mobile home tax situation in relation to the schools on June 29, 1970 at Spring
Lake Park Senior High School.
W. L'Allier read the police report as follows: 2,651.3 miles driven, 203 business
III and hone checks, 26 complaints, 16 junk warnings issued - result: 27 junk oars
removed, 9 assists to/by other departments, 3 accidents, 4 thefts amounting to
$520.67, 3 stolen items recovered amounting to $3,400.00, 3 legal papers served,
2 aids given to motorists, 1 house fire.

It was noted that since the ordinance on junk cars was passed, many junk cars
'disappeared; and that the police have issued many tickets, west of of Hwy 8.
W. Myhre noted that the signing was up on Main Street; that the County has just
finished laying the new mat so that the painting has not been done yet.
W. L'Allier noted that we have written to Village businessmen requesting them to
call in for teenagers to work this summer. We are just keeping tract of the names
on both sides. He asked the newspapers to make note of this service.
Mr. Locher had no report other than to note that he had not yet received the legals
from Mr. Lee Smith for his rezoning.
Mr. Jaworski asked Mr. Locher about the North Central ordinance. Mr. Locher hadn't
yet compared the two, but stated that he had discussed the matter with Mr. Voss during
the Duluth convention. After discussion, Mr. Bohjanen moved.to authorize Mr. Locher
to check and list the differences between our Ord. 41 and the proposed North Central
ordinance other than the rate change. Seconded by W. Jaworski. Carried unanimously.
Mr. Bohjanen moved to set a special meeting on July 6th at 8:00 p.m. to aware the
building contract. Seconded by Mr. Rosengren. Carried unanimously. The Clerk
noted that she expected to be out of town that darand would contact the Deputy Clerk.

Mr. Cardinal mentioned that the Planning & Zoning had discussed Ken Rehbein's
apartment proposal; Ken plans to put 3 36 -unit buildings on 15 acres behind his
office. Ken had been told to get definite plans to bring in; the Planning &
Zoning had indicated that they liked his proposal. There was some discussion on
entrance locations, etc.
Mr. Markusson asked if we had heard from our State Representatives on the guide-
lines for the flashing lights. There had been no change yet for Mk. Plaisenoe to
contact the Hwy Committee, according to Mr. Bohjanen. Mr. Markusson noted that if
the Village doesn't get the desired results, the concerned residents will cell the
Sheriff and other officials.
Mr. Bohjanen moved to pay the bills as audited. Seconded by-Mk.
unanimously.

The special meeting of the Lino Lakes Village Council held on July 6, 1970, to consider
the bids on the new municipal building was called to order at 8 ;07 p.m. by Mayor
L'Allier with all members present. Also in attendance were Engineer Gotwald as well
as Glenn Rehbein and John McLean of the Building Committee.
The bids had been opened on June 29th at 11 o'clock a.m. by Engineer Gotwald, Trustee
Rosengren and the Clerk. The affidavits of publication of the ad and the ad itself
were read. W. Gotwald opened the bids and read them as follows:
1. Nordling Construction Co.: bid bond 5 %; bid amount -- $97,731; time- 4 to 5 mo.
2. Gladstone Improvement Co.: bid bond 5 %; bid amount-- $159,000;time- 6 mo.
3. Krueger Construction Co.: bid bond 5 %; bid amount -- $83,807; time- 6 mo.
4. Mattson Building'& Supply Co.: bid bond 5 %; bid amount -- $89,795; time- 135 days.
5. Metro - Metals, Inc.: bid bond 5 %; bid amount -- $102,668.00; time 90 days.
W. Gotwald had informed the company representatives present that he would tabulate
the bids and would report on them to the Council at a special meeting July 6th at
8 p.m. The low bidder would be notified.
