Mr. Gotwald emphasized that we still need a signed written set of complete plans <br />from Krueger. Mr. L'Allier asked if the bid included the painting and was told <br />"no ", that this would be an addition of $200 -$300. Mr. Krueger was told to put <br />the baseshoe molding in the bid; this could be installed after the carpeting. <br />Mr. Krueger stated that Rivard has an engineer who will put in all the requested <br />fixtures for the whole job. <br />There was more discussion on the liner in the garage as well as on the canopies <br />and gutters, which the Council felt were unnecessary. Mr. Coyle stated that they <br />would add $634 if they used the fibreglas insulating panel and would deduct <br />$2,160 for not using the liner, which would save about. Mr. Coyle also <br />showed the Council their various roof panels; the superior in colored or aluminum <br />would cost $1,208 more than the standard roof. A charge of 1- 1 /2fi /sq. ft. would <br />be charged for the 20 -year guarantee on the roof. However, they would only <br />guarantee the regular roof for 1 year, feeling that a leak would show up in that <br />time. <br />Mr. Krueger stated that Midwest Erectors would put up the building, not Balco. <br />Mr. Coyle stated that the contractor was then responsible for everything except <br />material. On questioning by Mr. Bohjanen, Mr. Krueger stated that he himself has <br />never put up a steel building. Mr. Gotwald felt it was not very attractive to be <br />involved with so many peiple, because of responsibility and guarantee for things like <br />roof leakage. <br />There was discussion on the air conditioning which the Council wanted on the ground, <br />using a double pipe system overhead. Mr. Gotwald pointed out that the Krueger bid <br />did not net the specs in this case. Mr. Skoglund was told to check with their <br />contractor to get the bid amount on the changes in air conditioning and report this <br />to the Clerk, since they must conform with the specs; otherwise the whole thing would <br />have to be rebid. <br />Mr. Locher stated that there was nothing wrong with filling in where something was <br />inadequate in the bid, but he questioned the guarantee between Midwest and Krueger. <br />There was more discussion on this. Mr. Coyle stated that in the 900 -1000 buildings <br />Balco has erected, they had had no structural failure yet. Mr. Gotwald countered <br />that the taxpayers expect this building to last for 50 years. <br />The Krueger lump sum bid of $83,807.00 minus the deduction of $821 for 26 gauge <br />plus the addition of $2,200 for sidewalks, etc. gives a net bid of $85,436. <br />Mr. Gotwald noted that the painting had not been included in the Mattson bid, so <br />the $250 was deducted from Krueger's leaving $85,186. The difference in the two <br />bids is $1,818 with Krueger higher than Mattson. However,' any addition for the <br />change in the air conditioning will increase the difference. <br />Mr. L'Allier wondered if Krueger would have to proceed with the extra work to <br />make the required written specs, but noted that the decision would not be made <br />tonight but at Monday's meeting when it is on the agenda. There was more discussion <br />on the guarantee; Mr. Coyle stated that Butler will match any other company's <br />guarantee. Mr. L'Allier commented that there was really no difference in this <br />then, although there was in the contractor's guarantee. <br />Mr. L'Allier stated that one other thing had come up; namely, that the bond funds <br />invested in 'Treasury bills had matured and should be reinvested. After discussion <br />on how to pay the contractor, Mr. Bohjanen moved to reinvest the funds having the <br />first third of the bid amount come to maturity on the last day of August, the <br />second third on the last day of September and the balance of the bunds on the last <br />day of October. Also, it should be arranged so that the bank notifies the Clerk <br />immediately when the funds mature; if they are not needed at that date, then <br />
