1 <br />1 <br />1 <br />Mr. Locher explained that Mr. Eooff has a tool and die shop and a plastics moulding <br />business in Minnetonka and could start construction on the building immediately; <br />the Council could go 'ahead without the legal. Mr. L'Allier felt it we's poor <br />business to proceed without the requirements being fully met. Mr. L'Allier stated <br />that although he was not opposed to this particular tool and die shop, he was not in <br />favor of permitting a blanket rezoning without all plans and legal descriptions as <br />had been done in one previous case, and that we don't have any idea of what will go <br />into that particular parcel. <br />The Clerk read the letter from Mr. Van Housen regarding Mr. Ecoff's plan; the Mayor <br />read the remarks by-Mr. Van Housen on the drawing itself. Mr. Van Housen wrote <br />that they disapprove of any rezoning or construction until the requirements for <br />consideration for rezoning under Ord. 21C are fully met; also that Mr. Eooff had <br />not supplied the following information -- material for driveway, road width, landscape <br />plan, topographical plan, drainage plan or setbacks. <br />Mr. L'Allier stated that we could save the developer and ourselves a lot of time if <br />we require that they get all these things in before the hearings are set; Mr. Locher <br />stated that 21C states that these items must be in "prior to consideration." <br />No one spoke either in opposition to or in favor of the proposal in the audience. <br />Mr. L'Allier noted that the Planning & Zoning had recommended the rezoning of the <br />3 acres and to table the rest of the proposal. Mr. Lee Smith stepped forward to say <br />that he had understood that Mr. Eooff would furnish all the required information, <br />that his integrity was good, that they wished to start out small on the industrial park. <br />Mr. Locher stated that notices would have to again be mailed to all surrounding land- <br />owners if the matter were continued. <br />Mr. L'Allier stated again that we should require this developer to go by the requirements <br />of the ordinance if we expect the rest to. He suggested that the Clerk oontaet,Mr. <br />Ecoff when he is back and tell him what is needed, and to reset the hearing for the <br />next meeting or the second meeting in August. <br />Mr. Smith asked if they could get the building permit sooner; Mr. Locher replied, <br />"No." Mr. L'Allier asked Mr. Smith if Mr. Eeoff would come with plans on all 53 <br />acres; Mr'. Smith stated they could not now know exactly what businesses would be <br />interested in this park or just what size parcel each would need. Crystal Ahlman <br />stated this would be impossible to do for an industrial park, but that if one <br />building was constructed, it would entice more developers to come. They would have <br />to come back with each building. <br />Mr. L'Allier pointed out that Mr. Van Housen had suggested that these corners are <br />the most valuable property in the Village and that they should require careful <br />planning for the whole thing. After some discussion, Mr. Simith noted that they were <br />against heavy industrial zoning but preferred light industrial zoning with related <br />commercial businesses;, he felt that a fairly good general picture of the whole 53 <br />acres could be ready in 2 weeks. Mr. L'Allier emphasized that a site plan for the <br />overall development was needed. <br />After further discussion, Mr. Bohjanen moved to continue the hearing until August loth <br />at 8:30 p.m. Seconded'by Mr. Cardinal. Carried unanimously. The Clerk was instructed <br />to tell Mr. Eooff what must be provided before that time. <br />
