19 <br />Mr. L'Allier mentioned ground breaking ceremonies. The time was set for Saturday, <br />August 8, at 9:00, a.m. <br />W. Lee Smith asked if it would be possible to purchase the information sign near <br />the Skelly station and to put up another one in the 4th Avenue area. Mr. Rosengren <br />stated that the sign had been donated by Meyer Sign Service. On W. L'Allier's <br />suggestion, Mr. Cardinal moved to authorize W. Rosengren to talk to Meyer represent- <br />atives requesting that Meyer make another sign and have Smith pay for it. Seconded <br />by W. L'Allier. Carried unanimously. <br />Mr. Cardinal moved to pay the bills as audited. Seconded by Mr. Jaworski. Carried <br />unanimously. <br />There was some delay before the scheduled hearing at 9:30. <br />The continued hearing for Gilbert Menkveld's proposed trailer park was called to order <br />at 9:31 p.m. The petition was for rezoning (Ord. 6S) and a special use permit for a <br />trailer park. Mr. Locher read the original affidavits of publication, posting and <br />mailing which had been presented in April. He also read the new notices which had <br />been mailed on July 14th for the continuation of the hearing. He found all notices <br />to be in order. <br />. L'Allier reminded that at the last hearing for Menkveld the Council had requested <br />an opinion from the Attorney General on the legality of restricting the number of <br />school age children and the age of the units accepted in the park. He asked Mr. <br />Locher to read both his letter requesting the opinion and the answer from the Attorney <br />General. The answer mentioned that their office traditionally has declined to answer <br />such questions and to interpret Village ordinances as being inappropriate. <br />Mr. L'AlIler noted that if an answer had been received on a local ordinance, it <br />would have a bearing on all mobile home parks in Minnesota. He thought that an <br />opinion might have been received if it had not been an election year. <br />Mr. Joe Summers, Attorney for Mr. Menkveld, stated Gilbert Menkveld has no intention <br />of suing the Village if a permit is granted and gave some additional arguments for <br />the park. He reiterated the previous proposal and the subsequent request for Phase'1 <br />of 100 units with an Imhoff tank for sewage disposal with State and PCA approval. <br />Also, they would exclude the school age children and be willing to set a limit on the <br />age of trailers admitted. He stated, that this sewage system was equal to or better' <br />than any private sewage system in the Village,. He stressed that the Village was not <br />an island but part of the Metro area of 1 -1/`2 million people, most of whom cannot ' <br />afford single family dwellings and who must go the trailer home route. It was unfair <br />for the suburbs to place impossible restrictions on trailer courts; possibly the State <br />would pass legislation over -riding local law. They are part of free enterprise trying <br />to meet the demand of a first class mobile home park. The park would have a lower <br />density than Cbomonix and would provide new concepts in trailer parka. Mr. Sinners <br />stated that they were not here as beggars but were trying to put a piece of property <br />to good use. If they were turned down, Mr. Menkveld would not vanish --he owns the <br />land and will provide housing in some low cost form. <br />J. Bill Houle asked how much they would get for rent; Mr. Summers had no figures on <br />this. W. Houle mentioned that rent in trailer parks was going up steeply. Mr. <br />Sumaersaountered that if the rents go up, the real estate value of the land would go <br />uP. <br />W. Rosengren asked if they had an engineered drainage map. Mr. Summers stated that <br />a topography map had been submitted previously. Mr. Rosengren was concerned about <br />the storm sewer and where this water would exit the property. Mr. Menkveld stated <br />that the water would drain on the east side into the ditch. Crystal Ahlman stated <br />
