1 <br />1 <br />Mr. Rosengren - mentioned that 1/.2.aere on the north side of the freeway at the end of <br />Oak Lane has been used as a turnaround, and that he would ask the owner what he <br />would take for half an acre. W. Gotwald agrees that we should have a turnaround. <br />Mr. Rosengren had asked Mr. Gotwald for a survey of the new Village Hall and also <br />East Peltier Drive. He will take the survey before winter. <br />The Gilbert Menkveld trailer park rezoning and special use permit was called, to <br />order at 8:40 p.m. Mr. Locher submitted a letter from Mr. Menkveld asking for an <br />extension of one month for the hearing. <br />Questions were asked if anyone present would like to speak in favor of rezoning <br />and the special use permit --no comments; any opposition--the Attorney advised that <br />we save any discussion until the regular hearing because both sides have a right to <br />counter anything said'by the opposite party. <br />Mr. Pete Scherer said that last May he suggested we put this trailer court up to <br />a referendum vote and would like to know if this were possible now. Mr. Locher <br />said that the Village cannot lawfully spend the money, but if someone is,willing to <br />pay the cost, okay. Mr. Scherer was willing to pay for the ballots and was told <br />there would also be other expenses. Mr. Scherer suggested we don't have any more <br />hearings until after a referendum vote. The Council is not bound legally to support <br />the wishes of the voters. Other referendum votes are allowed such as liquor votes. <br />Mr. Scherer then asked if the Council does follow the wish of the people not to have <br />trailer parks, would this stand up in court? Mr. Locher said he couldn't make this <br />decision. It was suggested that the Village should operate their own trailer parks <br />if we have to have them. Mr. Locher said this,was an expensive operation and that <br />the money would have to be raised by-bonds. Mr. Scherer thought this could be done. <br />Mr. Locher mentioned that the Council was not required to continue the hearing, <br />but would be open to criticism by Menkveld that they did not have a fair hearing. <br />W. Bohjanen made a motion to continue the hearing of Gilbert Menkveld at 8:30 p.m. <br />on the 14th of September. Seconded by Mr. Rosengren. Carried. <br />It was then suggested that perhaps the trailer court could be put on the ballots <br />in Lino Lakes primary election September 15th. <br />Mr. Van Housen doesn't know of any other community that has taken a vote, but some <br />areas,have tough restrictions on the trailer itself. He feels that Mr. Menkveld is <br />marking time while the Mobile Home Association comes up with a plan to force trailer <br />courts into the municipalities. ,The Council could review any new arguments before <br />voting on the subject. <br />Mr. Van Housen reported that he had been working with John McLean to revise the <br />zoning code for Lino Lakes., Commercial zoning will be broken down into sub- <br />categories to give the Council more control over the special use permits. This <br />court would not be affected by the new code. Mr. Van Housen mentioned the possi- <br />bility of licensing trailer courts such as liquor stores are licensed, and limiting <br />the number of trailers,on a percentage, based on the number of homes. Some courts <br />have been setting limits on the number of children in each trailer just to get the <br />courts into the municipalities. <br />W. Jaworski made a motion to change the date of the Menkveld trailer court hearing <br />to September 28th at 8 :30 p.m. ,Seconded by Mr. Cardinal. Carried unanimously. <br />
