Carried unanimously. <br />It was suggested that copies of the most restrictive parts of the code should be <br />given to plumbers as they take out a plumbing permit. Mr. West said that he <br />had intended to turn in his resignation this evening, but had changed his mind. <br />He stated there are three plumbers in the Village waiting for plastic pipe to be <br />passed by the Council. <br />At 9:58 p.m. the Smith —Ecoff hearing was called to order. The Clerk mentioned <br />that Mr. Ecoff had called today to postpone the hearing and would notify her when <br />he wanted it rescheduled. It was mentioned that the 3 acres west of the freeway <br />and west of the creek are for the machine shop. Mr. Ecoff is purchasing 3 acres <br />separate from Mr. Smith's section. <br />Mr. Smith was present and mentioned that rather than come up with a partial plan, <br />he is obtaining more land and wished the hearing to be continued indefinitely. <br />Plans would be submitted as soon as they become available. <br />Mr. Locher mentioned that the records should show that the petitioner give us at <br />least 30 days notice before a hearing is continued in order to send out notices <br />to the adjoining property owners. <br />It was decided that the hearing regarding the 3 acre parcel for Ecoff and also all <br />of Mr. Smith's land areas involved be continued indefinitely. <br />Mr. Rosengren made a motion that the petitioner give at least 30 days notice before <br />the hearing is rescheduled. Seconded by Mr. Bohjanen. Carried unanimously. <br />Mr. Van Housen stated that we now have Ord. 21C and the Council should stand <br />behind it for every developer. Sewer and water are the main problems confronting <br />any developer in the Village. He recommends a long —term comprehensive plan so <br />the Planning Board and Council will have some idea for future growth in the <br />Village. The future of Lino Lakes will be shaped by the Ham Lake Airport and <br />the Metro Park Systems. The completion of 35W and 35E will bring more people into <br />the Village and it will grow at a much faster rate. Next year's budget should <br />include funds for a comprehensive plan and he will have an estimate of the cost <br />within 30 days. He is in favor of a planned —unit type of development. Perhaps it <br />would be possible to have a temporary rezoning where land could be reverted back <br />to its original use if not developed within 6 to 12 months. <br />Mr. Locher mentioned that he had looked over the North Central Ordinance and rate <br />schedule; there are only two states in the union, Minnesota being one, not having <br />regulatory rates. Rates differ in different communities. Mr. Jaworski thought <br />our rate is the same as Coon Rapids, although we don't use as much gas as Coon <br />Rapids. Mr. L'Allier asked that the matter be placed, on the agenda for next month <br />and the Clerk should contact Mr. Blaylock to see if he can be present. Mr. <br />Bohjanen will call Mr. Blaylock and have him check the rates so he will have them <br />at the next meeting. <br />John Juleen questioned Ordinance 54 on Inflammable Liquids which had been sent to <br />him. Mr. L'Allier answered that the intent was for him to go over it with two <br />other persons of his choice and recommend changes to the Council. <br />
