Mr. <br />Locher thought that Lino Lakes might counter the request by asking for lake <br />access on the outlot property in exchange for the deed to the requested area. <br />lir. Cardinal moved to authorize Mr. Locher to correspond with the St. Paul <br />Water Department suggesting that Lino Lakes deed the requested property for <br />access to the lake. Seconded by Mr. Rosengren. Carried unanimously. <br />Mr. Locher advised the Council on what had happened on the court action concern- <br />ing the mobile home park ballot to be voted the following day. He noted from <br />the court order: the tops of the ballots must be cut off to eliminate the words <br />"Official Ballot ", the Clerk's name and election judges blanks must be crossed <br />off the back of the ballots, a private citizen must distribute the ballots, the <br />ballots must be collected in a separate ballot box, if the election judges count <br />the ballots, separate time must be kept and Mr. Scherer must pay all costs. <br />Mr. Locher stated that a register should be kept so that it can be determined. <br />that the voters are Lino Lakes residents since they don't have to be registered <br />to vote on this. Mr. Menkveld had been advised that he can have a represent- <br />ative present to watch the proceedings. Also, Mr. Menkveld will have a mobile <br />home parked on the street for public examination. <br />There was some discussion on this. Mr. Locher wished to stress that this was <br />not a referendum vote but a public opinion poll. Crystal Ahlman asked by it <br />was necessary to have a vote on this particular case, that it was unfair to her, <br />etc. <br />Mr. Bohjanen stated that he had been unable to get the requested information <br />from Mr. Blaylock concerning the North Central gas rate increase. ir. L'Allier <br />stated that Anoka and Coon Rapids had held hearings on the 4% increase; the <br />previous request was for 8.8 %. The Clerk will secure more copies of the book- <br />lets on the rate increase from Donovan and send to Mr. Blaylock. Mr. Jaworski <br />will visit with Mr. Blaylock on this and report also. <br />It was decided that a Plumbing Inspector should be sent to inspect the Jandric <br />townhouses to see if there is a violation. <br />Mr. Rosengren moved to approve the applications for septic systems licenses for <br />the following: U. S. Lakes Development Co.; Eklin and Son, Inc.; Olson Sewer <br />Service, and to grant them licenses subject to Mr. Locher's okay. Seconded by <br />Mr. Cardinal. Carried unanimously. <br />W. Bohjanen moved to grant a 3.2 beer license to the Civil Defense Auxiliary <br />for the auction on September 20. Seconded by Mr. Rosengren. Carried unanimously. <br />W. Myhre reported that he had received several complaints about shooting in the <br />Bald Eagle Lake area of the village. He suggested that all firearms shooting <br />be eliminated in the entire area west of Hwy 49 and Old 8 except Baldwin Lake <br />(for duck hunting). There was discussion. Mr. L'Allier asked that members <br />take a look at the various areas and report at the next police meeting. <br />Mr. Bohjanen suggested that the bill from Mattson be checked by the Engineer and <br />that all future Mattson bills be approved by the Engineer also. <br />Mr. Cardinal mentioned that Planning & Zoning had recommended approval of sign <br />applications #27 and 28 by Western Outdoor Advertizing. Mr. Cardinal moved to <br />accept these applications and grant sign permits for Western provided that the <br />signs are brought up to specifications by Skelly. Seconded by lr. Jaworski. <br />Carried unanimously. <br />
