198 <br />1 stolen property recovered - total worth $1,000.00, 3 junk warnings given <br />resulting in 9 junk cars being removed, 2 cases of vandalism, 2 motorists given <br />aid, 1 burglarly, and 1 dog bite. <br />W. L'Allier read through the main heading of an ordinance regarding explosives <br />received from the Attorney General's office and asked that the Clerk make <br />copies of this ordinance and put it on the agenda for September 28. Copies <br />should also be sent to the Attorney and W. Myhre. <br />Mr. L'Allier stated that the Anoka Association of Municipalities would hold their <br />first regular meeting on September 23rd and had requested recommended legislation <br />for the next session; also, they had asked for volunteers on some committees. <br />W. L'Allier moved that we send correspondence to the Association and its legis- <br />lative committee on behalf of the Council asking that they consider proposing . <br />legislation on the following items: , <br />1. Allowing municipalities under 5,000 population to receive State aid funds <br />for roads since the present law is discriminatory. <br />2. Reducing the size of the State Legislature, paying its members a <br />reasonable wage, placing the Governor and the Lt. Governor on a <br />single ballot and urging reapportionment at the earliest possible <br />date. <br />3. Building a maximum security facility at some place other than Lino Lakes. <br />4. Placing a limit on the number of residents to be housed at the Lino <br />Lakes Reception & Diagnostic Center. <br />5. Authorizing funds for perimeter roads, lighting and fencing at the <br />Lino Lakes Reception & Diagnostic Center and any other funds which <br />might help to create a more secure facility. <br />Seconded by W. Rosengren. Carried unanimously. Any other suggestions can be <br />sent directly to the legislative sub - committee of the association. <br />Mr. Gotwald reported that his firm had completed the preliminary specifications <br />on the sewer lines and plant as well as the water plant for the Chomonix develop- <br />ment. They are in the process of writing the final specifications for submission <br />to the State. He felt that within a month they would meet with the Metro Council <br />on the plans and in six weeks they could advertize for the taking of bids. <br />W. Gotwald stated that he had talked with the Jandric people and had been told <br />that they were going slow on the development because of the wait for the completion <br />of these studies. Mr. L'Allier mentioned that Jandric had requested a septic <br />systems license. The Clerk reported that they wished to put in systems for <br />the model townhouses as they were renting these. W. Gotwald stated that <br />the west side of the development (No. 1) was not included in the sewer plan, but <br />that it .would wait tor a future interceptor system. There was discussion on the <br />possibility of people now occupying the townhouse units without sewer service. <br />Mr. Locher reported on action in the matter of St. Paul Water Dept. versus Cecil <br />LaMotte, etc. He read a letter from Attorney Segal asking Lino Lakes to quitclaim <br />some property on Outlot No. 1 in LaMotte's first addition stating that W.
