1 <br />1 <br />Mr. Jaworski, Mr. Rosengren and Mr. Bohjanen had no reports. <br />Mr. L'Allier asked for the Council's thoughts on policing, regarding inquiry of <br />the Attorney General concerning training of part time officers. Mr. L'Allier <br />moved to request, an opinion of the Attorney General as to whether Lino Lakes is <br />obligated as a municipality of our size to undertake the cost of such training <br />and whether Lino Lakes is responsible for providing such training; also whether <br />it is possible to obtain facilities for convenient hours for such training. Also, <br />to what extent the law on this subject shall be enforced and what period of time <br />we have to comply with it. Seconded by Mr. Rosengren. Carried unanimously. Mr. <br />Jaworski and Mr. Rosengren both commented that they would like to see up keep our <br />part time force. <br />Mr. Locher mentioned that the proposed sign for St. Joseph's Church was slightly <br />over the 24 sq. ft. requirement in a residential area and would require a variance; <br />however, it was within the ordinance. The Clerk inquired as to whether the stone- <br />work constituted part of the sign as far as the measurements were concerned. <br />It was decided to put the rate increase by North Central Public Service Co. on the <br />next agenda as Mr. Blaylock had had insufficient time to study the proposals for <br />this meeting. <br />Mr. L'Allier moved to adopt - Ordinance No. 54 on explosives as set forth by the <br />Attorney General's office. Seconded by Mr. Jaworski. Carried unanimously. <br />Mr. Locher, after consulting Ord. #51, stated that the superstructure of the sign <br />is not included in the dimensions (see Section GG, Page 194, on computation of size). <br />Mr. Cardinal mentioned that Planning & Zoning had discussed exempting churches <br />from sign fees as a general rule. Mr. Bohjanen moved to exempt churches from sign <br />permit fees. Seconded by Mr. Jaworski. Carried unanimously. Mr. Locher noted <br />that a resolution on fees would be in order to handle this. Mr. Cardinal moved to <br />adopt a resolution that the annual sign permit fee for churches be $0.00. Seconded <br />by Mr. Jaworski. Carried unanimously. <br />Mr. Jaworski moved that the sign application for St. Joseph's Church be sent to <br />Planning & Zoning Board since a variance would be required. Seconded by Mr. <br />Bohjanen. Carried unanimously. <br />An application for a septic systems license from Weleski & Son was presented along <br />with an insurance certificate and bond. Mr. Locher stated that all was in order. <br />Mr. Bohjanen moved to grant a septic system license to Weleski & Son and to <br />authorize the signing of such license by the Mayor andClerk. Seconded by W. <br />Jaworski. Carried unanimously. <br />It was decided to put the proposed ordinance on inflammable liquids (now #55) <br />on the agenda for next time The Clerk will send copies of Mr. Juleen's recommended <br />changes to all members. <br />Mr. Myhre stated that police officer Bill Anderson was resigning effective Oct. 1. <br />Mr. Cardinal moved to accept this resignation. Seconded by Mr. Rosengren. Carried <br />unanimously. The Clerk will send a letter of appreciation for his fine work. <br />Mr. Myhre stated that he was trying to keep Mr. Anderson on until October 15 when <br />he will be moving. <br />
