That Lino Lakes Council look favorably upon reimbursement of George <br />Hess who was retained to determine the validity of North Central's <br />request. <br />Mr. L'Allier noted that the Anoka County Assn. of Municipalities had set up a <br />subcommittee to deal with utility rates. Mr. Blaylock stated' that the 4 increase <br />would compare with the present Circle Pines Utilities rates. <br />Mr. Jaworski moved to authorize a 4% increase in gas rates by North Central Public <br />Service Co., also to retain the present franchise, based on various informative <br />meetings and the information submitted. Seconded by W. Cardinal. Carried <br />'unanimously. <br />Mr. Jaworski moved to go on record favoring some type of regulatory agency, <br />either State or regional, and to send notice of this to the neighboring communities. <br />Seconded by Mr. Cardinal. Carried unanimously. Mr. Rosengren stated that he <br />had talked with Elk River Co -op representatives and learned that they are trying <br />to initiate such an agency; they would have a local representative for all the <br />utilities. Mr. Al Ross felt that the Metro Council should go into this; that they <br />would be the natural body to handle the rates. <br />Mr. James Lorenz, owner of the old Rice Edgerton Bus Lines, stated that he would <br />like to extend bus service into Lino Lakes by coming across North Road from <br />Lexington Ave. to Hwy 49 and then down to County Rd. J. This proposal met with <br />favorable reaction. Mr. Lorenz felt that if people will use such service, then <br />it would be hard for Metro Transit to turn down future service in this area. The <br />Clerk was asked to call the papers to give them notice of this service and the <br />starting date. <br />'Mr. L'Allier moved to authorize Mr. Lorenz to operate a bus service to and within <br />the Village as proposed and to extend these lines whenever possible. Seconded by <br />'Mr. Rosengren. Carried unanimously. W. Lorenz was asked to provide a certificate <br />of insurance. <br />Mr. Bohjanen moved to approve a septic system license to Berghorst Plumbing and <br />Heating with the stipulation that }lr. Locher approve the application, etc., and <br />that a bond be provided. Seconded by Mr. Jaworski. Carried unanimously. <br />'Mr. Cecil LaMotte stated that his road was ready for sealcoating. On Mr. Gotwald's <br />advice, Mr. Cardinal moved to authorize Mr. Gotwald to make a final inspection <br />-of Mr. LaMotte's road in the Second Addn. after sealcoating work and, if it meets <br />approval, to authorize release of the bond. Seconded by Mr. Rosengren. Carried <br />unanimously. <br />'Mr. LaMotte explained recent action in his development by property owners and the <br />St. Paul Water Dept., noting that quit claim deeds had been signed by all the owners <br />' in exchange for lake access. The fence will be taken down. There was some dis- <br />cussion. Mr. L'Allier noted that the Council generally hears complaints on the <br />cost of providing blacktop in a development, but that Mr. LaMotte is a good <br />example of what a small developer can do by adding the cost of the roads onto the <br />'sale price of the lots. <br />Mr. Cardinal moved to approve the following list of names for election judges for <br />the November 3rd election (same as those who served at the primary): Phyllis Blaylock, <br />Mary Crandall, Joyce Dufresne, Jean Krube, Agnes LaMotte, Agnes LeTendre, Signe Miller, <br />
