2 <br />Mr. Gotwald explained the legal proceedings which commence before bonds are sold, <br />noting again that the bonds will not sell if they don't look good. Mr. L'Allier <br />stated that what is words now will be nailed down at the hearing; the Council <br />will not jeopardize the Village. There was further discussion, with it being <br />noted that the rest of the Village will not pay for the Jandric bond depending <br />on the way financing is set up. <br />Mr. L'Allier noted that Mr. Locher was not present due to illness. <br />Mr. L'Allier mentioned that Marvin Myhre had a drafted proposal for expansion <br />of the no- shooting area in Lino; the area now so designated lies between Sunset <br />Rd. and Highway 8 from North Road to Lilac St. Mr. Myhre proposed that the <br />boundary be moved up to Main St. on the North because of the increase in popu- <br />lation in that area and need to cover the school area as well as the area used <br />by the Youth Center inmates on the north side of Lilac for excursions. On the <br />South he thought the area should extend to Hwy 49 and down to County Rd. J and <br />over to the Circle Pines boundary. This would exclude Baldwin Lake from hunting. <br />His reasons included the increase in population, children from the trailer park <br />playing in surrounding woods and children from the Circle Pines area South of <br />Hwy 8 also playing in the woods. <br />Mr. Myhre also requested that signs stating "No discharge of firearms except <br />shotguns permitted" be put up on 2 paths leading north off County Road J in the <br />Bald Eagle Lake area. Mr. Cardinal moved to authorize the installation of the <br />2 signs as requested above. Seconded by Mr. Rosengren. Carried unanimously. <br />There was considerable discussion on the change of no- shooting area boundaries. <br />Mrs. Anna Bohjanen wished to see the boundary moved further north to include the <br />Lino Elementary School property. This will be on the agenda for the next meeting. <br />Mr. Rosengren mentioned placing signs on Hwy 8 pointing to the new Village Hall. <br />It was thought that these could be placed on State property in the triangle on <br />Hwy 8 and Main Street. This will be taken up at the Building Committee meeting. <br />Mr. Bohjanen noted that the sign on Hwy 242 mentioning Lino Lakes and access <br />to 135u/ was stupid since people think Lino Lakes' boundary begins at Hwy 65. <br />Mr. Rosengren suggested that since the County has taken over the maintenance of <br />Old Hwy 8, that a letter should be sent to the County requesting signs to be <br />placed at Hwy 8 and Main Street showing the direction and mileage to Anoka and <br />Centerville as well as to the 2 freeway exits.,' It was agreed that such a letter <br />will be sent. <br />After discussion, Mr. Rosengren moved that proposed Ordinance No. 55 on inflammable <br />liquids be adopted with the recommended changes by the Fire Marshall and the <br />Lexington Fire Dept. and that the fees be set later by resolution. Seconded by <br />Mr. Cardinal. Carried unanimously. <br />Mr. William Blaylock reported on the North Central Public Service Co. rate increase <br />and made the following recommendations: <br />1. That Lino Lakes approve a 4% rate increase rather than the requested <br />8.8 or 9% increase. <br />2. That Lino Lakes not grant a new franchise since the rate increase can <br />be handled under the old franchise by adoption of a resolution. <br />3. That a regulatory authority on utility rates be established either by <br />the State or by the communities affected in this area. <br />
