With the vast <br />increase in business for the Village they should require shorthand. Mr. <br />L'Allier noted that we have had persons with shorthand take the minutes in <br />the Clerk's absence but that the minutes still needed correction. Crystal <br />stated that nearly all the minutes for the past 3 years had been corrected. <br />The Clerk needs shorthand to ,Trite the minutes verbatim. <br />Mr. L'Allier reminded the Council that they had previously discussed obtaining <br />a tape recorder for the new office, to have this as a backup for the Clerk's <br />notes and as a preservation of same. He hoped that the Council 'would obtain <br />a tape recorder. Crystal stated that we had had a problem once with a tape <br />recorder; that when she had wished to hear it, she couldn't because the tape <br />had disappeared. Mr. L'Allier noted that those minutes had been taken by Mr. <br />West ~ith his own equipment. The Clerk stated that the tapes taken by Mr. West <br />were still in the files. <br />Mr. Menkveld, referring to page 5, paragraph 5 of the October 13 minutes, asked <br />what hearing ;vas referred to.Mr. L'Allier stated that this would be the hearing <br />prior to a decision on ,;t.hether to sell bonds for the Jandric projects. W. <br />Locher stated that there was no election on the sale of bonds for special <br />assessments. However, on bonds for over '1100,000, publication, notices, etc. <br />were necessary. The Village can reject any and all bids. Before such a sale, <br />published notices and a hearing are mandatory under state law. <br />Mr. Bohjanen asked if Mr. Gotwald hadn't indicated that he would have the cost <br />estimates on the Jandric projects by the first meeting in November. Mr. <br />L'Allier stated that Mr. Gotwald had confirmed that he would attempt to have <br />them finished by the first meeting and no later than the second meeting. The <br />specifications must then be submitted to the Metro Sewer Board who will act <br />on them. <br />Crystal stated that she was still in the dark about the Jandric project and <br />wished to have the Attorney explain the depth of the development and why the <br />Village will bond them. Mr. Locher explained that previously we had similar <br />circumstances with two street improvement bonds for certain areas of the <br />Village. These bonds were paid by the individuals affected. Crystal asked <br />why the Village would back bonds for one developer when everyone else who <br />would pay for their own development gets turned down. Mr. Locher stated that <br />the full faith of theVillage is not yet behind these bonds; that the fiscal <br />agent has not yet determined whether it should be. There could be no ad valorem <br />tax unless the full faith and credit of the Village was pledged to pay off the <br />bonds. <br />Crystal asked why the Council had agreed to put in and bond the seers for <br />Jandric. She felt this was wrong to have the Village sign for it. Mr. Locher <br />replied that the Council had not agreed to do the sewers. The Council had <br />requested of Jandric's engineers the drawing up of plans and cost estimates <br />to be sent to the Metro Se er Board and to the Council for a determination of <br />whether to proceed or not. It his understanding that the Village was <br />under no commitment to Jandric for sewers or water. <br />
