222 <br />10/26/70 <br />Mr. Bohjanen moved to have a list of registered voters made yearly after regis- <br />tration closes, with the list to be made available to anyone except salesmen, <br />and that it be updated each year. The first list will be available by the <br />first of next year at a charge of 25O per copy, made on mimeograph stencil. <br />Succeeding lists will be available by 10 days after the close of registration <br />each year. Seconded by Mr. Rosengren. Carried unanimously. Mrs. Bohjanen <br />asked how long the lists would be available; Mr. Locher stated up until the <br />day of election. <br />On Mr. Locher's suggestion, Mr. Bohjanen moved to set the date of the meeting <br />for the canvass of the ballots at 7:30 p.m. on November 4th. Seconded by <br />Mr. Cardinal. Carried Unanimously. <br />Mr. L'Allier stated that he had been contacted by the Sheriff to see if there <br />ere still any interest for County policing in Lino Lakes, Circle Pines and <br />Centerville (Lexington does not wish to have County service). Mr. L'Allier <br />noted that the cost couldn't be any higher than what te had budgeted and <br />wondered hether there would be any change in the coverage as originally pro- <br />posed. The Sheriff had stated that he _ould need a minimum of 30 to 60 days <br />in order to gear up. Also, it would take time for contract negotiations with <br />the County Attorney. Mr. Bohjanen thought we should request this information. <br />The Clerk °, as asked to send a letter the next day to the County Sheriff asking <br />if there would be any cost differential for County protection for the 3 <br />Villages only, and to outline the differences, if any, from the original <br />proposal in services to be rendered. A verbal report would be expected in a <br />few days. <br />Mr. Locher commented on the two air pollution ordinance samples; Coon Rapids <br />combines refuse collection and air pollution in the same ordinance, adopted <br />August 18, 1970. Mr. Locher stated that he had talked with Mr. Shaw's assis- <br />tant and had been told that the Pollution Control Agency wasn't too worried as <br />long as we were working on an ordinance. Mr. L'Allier mentioned that we had 6 <br />months after the date of determination (Sept. 5) in order to comply with the PCA <br />regulations. Mr. Locher suggested that we get sample ordinances from the League <br />on this matter. There was some discussion on the disposal of trees and the <br />shortage of time in order to comply with new Metro regulations. <br />The Clerk ashed Mr. Locher to report on the disposition of the court case <br />against Clyde Rehbein concerning his refusal to obtain a septic systems license <br />for the duplexes. Mr. Locher stated that Clyde had been fined with one sus- <br />pension of fine if he obtains such a license .iithin 30 days. Mr. Locher <br />,d11 have the Clerk of Court make copies of the report. <br />The matter of no- shooting area boundaries was discussed at length. Reporters <br />were asked to note that slugs for hunting were not allowed in Lino Lakes. Mr.. <br />Rosengren moved to have Planning & Zoning study the matter of no- shooting areas <br />for the entire Village in connection with the overall comprehensive plan and <br />to invite the Contables for their opinion. Seconded by Mr. Bohjanen. Carried <br />unanimously. <br />Crystal Ahlman asked, then demanded, that the Council completely delete the <br />section of the October 13 minutes beginning at the top of page 5 through all <br />paragraphs concerning her. She stated that the minutes 'ere inaccurate and <br />incomplete. Her discussion had been concerned ::pith the taxes upon Lino Lakes <br />citizens. She had stated that the matter of Jandric going defunct .as only a <br />rumor. Mr. Jandric had not been present to hear the statements. The minutes as <br />
