11/9/70 <br />Mr. Rosengren moved to award the well contract to the low bidder, Dave Sampson, <br />providing that Mr. Gotwald and Mr. Rosengren meet with the bidder to clarify <br />items included in the bid and to see that the bid conforms with the specs; <br />also that after written verification from*. Sampson, Mr. Locher will draw <br />up a contract, asking for a starting date and asking for completion,. if <br />possible, by the 21st of November. Seconded by Mr. Jaworski. Carried <br />unanimously. <br />Mr. Rosengren noted that Mr..Gotwald has advertized bid specs for the new <br />truck. Mr. Gotwald commented that this was for the truck chassis only. <br />Mr. L'Allier stated that the opening of 135E would be held next Monday at <br />1:30 pm at the intersection of I35E and I694 in Little Canada with a proces- <br />sion through the various communities along I35E ending at Der Lech Haus in <br />Forest Lake. <br />Mr. Gotwald read his recommendation for the release of the bond held for Cecil <br />.LaNitte on the Second Addition portion of LaMotte Road; the letter indicated <br />that except for low boulevards in certain areas and the relocation of part of <br />the existing drainage ditch in the Outlot, he recommended releasing ell of the <br />bid except for $500 which should be held until these two things are taken care <br />of in the spring. Mr. Rosengren moved to authorize the Clerk to write to the <br />First State Bank of Hugo to release the bond for Ocil LaMotte except for an <br />amount of $500 which is to be held until further notification. Seconded by <br />Mr. Bohjanen. Carried unanimously. <br />Mr. Gotwald reported that he had checked Rolling Hills Drive and had found <br />some damage from the hauling. The work had been done without proper bond or <br />notification; the roadway easement property was no longer Mr. Reiling's since <br />the plat is on file. About 2000 yards of dirt, worth $2000, had been removed <br />to fill another piece of property. This was in violation of the ordinance. <br />Mr. Gotwald recommended that if the Village wishes to pursue the matter that <br />we can tag him for the removal of dirt without permission and /or require him <br />to repair the seal - coated road for an approximate cost of $100 for 8 tons <br />of blacktop. Mr. L'Allier recommended that Mr. Locher be authorized to <br />write Mr. Railing and his contractor requesting reimbursement for damages <br />and requiring them to get a permit for.such work since they were in violation <br />of the ordinance. Mr. Locher commented that the work had stopped when they <br />were told that they -were in violation. Mr. Gotwald suggested that they be <br />required to come back and do restoration work. The 4% grade of the adjacent <br />hill caused the silting out on the roadway. Upon further discussion it was <br />noted that the dirt removal would have had to be done in the future anyway. <br />After more diacussbn, Mr. Rosengren moved that Mr. Locher write the owner <br />and contractor telling them that there will be no further construction without <br />the proper permits and that they should contact Mr. Gotwald on the work to <br />be done. Seconded by Mr. Cardinal. Carried unanimously. <br />Mr. Rosengren noted that there is a bus turnaround on Rolling Hills Drive, <br />but he doesn't know where the end of that street is. After discussion it <br />was decided that the plows will turn around in the yard at the end of the <br />driveway this winter, but that the end of the street should be marked and <br />e proper turnaround made next year. <br />
