234 <br />11/9/70 <br />Mr. Gotwald stated that within 2 weeks he will notify the Mayor to set a <br />special meeting to review the specs for the Jandric water and sewer systems <br />with the Fiscal Agent and the Attorney. He will contact the Clerk to set <br />a meeting. <br />Mr. Gotwald had received a letter from the Chamonix people stating that the <br />water level in Reshanau Lake was now normal. After the rains the level had <br />come up 11 inches in 3 days. There was some discussion on the lake levels in <br />general. Crystal Ahlman thought that since all the lakes are high that the <br />Reehanau level was still low.in comparison.. Mr. Gotwald stated that this <br />was not true since Reshanau Lake is usually 1 to 2 feet higher than the rest <br />and this level is a normal condition. He mentioned that there has been some <br />discussion in communities downstream that the lakes should be dammed to keep <br />all the lakes at the 8.81 (high •water) level. <br />1 <br />Crystal asked if it would be public when the bond issue was discussed. <br />Mr. Gotwald said yes that a special informational meeting with the Council <br />would he held. Later, the Council would instruct Jandric whether to proceed <br />or not; then Metro Sewer Board approval would be needed; then a hearing. <br />The Council could still reject the bond issue after that before it would <br />come up for sale. In answer to Crystal, Mr. Gotwald stated that we were not <br />sure at all whether we will bond $350,000 for Jandric sewers; it looks like the ,f,,k <br />treatment plant will be taken over by the Metro Sewer Board; this would cut <br />the total sewer and water cost to $300,000. " "sAal stated that if they don't <br />then the Village will back it all. Mr. Gotwald stated that Jandric will haft <br />a performance bond. Crystal stated that it was unusual for a Village to back <br />a developer. Mr. Gotwald stated that it is done in all of Ramsey County. <br />Crystal wanted to know if others could get into the line. Mr. Gotwald stated <br />that a treatment plant was allowed, not a line. But if an adjacent developer <br />wished he could use the same plant if he petitioned in time. Mr. Gotwald <br />noted that the water plant was designed to serve the 700 acre Jandric <br />development, but it could go to serve. 1/3 of the Village. <br />Crystal asked if it was definite that Jandric owns 700 acres; she quoted a <br />newspaper article about the donation of 6.7 acres of park land --thus that Jan - <br />dric only owned 67 acres. Mr. Gotwald noted that the,67 acres was only on the <br />first plat and that they have 3 plats filed so far. Crystal argued further <br />about the ownership of the land. Mr. L'Allier noted that the plat had been <br />authorised to be signed and that the persons whom Jandric was buying from were <br />listed on the plat maps. Crystal stated that long -term options and contracts <br />doesn't mean Jandric owns the land. She was happy that another developer can <br />tie into the line. Mr. Gotwald stated that this was if a connection were <br />available and must be decided in 2 weeks. The plan was for only 200 units now. <br />If the Metro Sewer 'bard allows a trunk line then all developers along the line <br />could petition for use in the line. Crystal stated that in other villages a <br />developer puts in his own lines. Mr. Gotwald stated that this was under a <br />franchise and.thme were no longer available in this area. There was more dis- <br />cussion with Mr. Gotwald advising Crystal to check with White Bear Lake, New <br />Brighton and Blaine to see how things are - worked there. Mr. Rosengren commented <br />that as far as the, amount of land goes, the Zopfi farm alone was 300 acres. Mr. <br />Gotwald noted that the sewer plans were only for the East side of Reshenau Lake <br />and that we must wait for the Metro Sewer Board before developing on the West <br />side. <br />1 <br />
