2 0 <br />12/14/70 <br />. Bohjanen inquired whether anyone had contacted the County on the 4 -way stop at <br />Main and Hwy 8. It was noted that this had only been a suggestion by Mr. Al Ross <br />and no action had been taken. Mr. Bohjanen moved to write Commissioner Burman <br />asking the County to establish a 4-way stop at Hwy 8 and Main St. since both <br />roads are under the jurisdiction of the County. Seconded by Mr.. Rosengren. <br />Carried unanimously.- <br />Mr. Jaworski read the police report as follows: 2,047 miles driven --203 home and <br />business checks --18 complaints --16 assists to/by other Departments -1M escapees from <br />M.R.D.C. - -9 escapees returned --3 1/2 hrs assisting M.R.D.C. --6 accidents --1 snowmobile <br />accident --4 snowmobile complaints --4 runaway juveniles --2 house fires --1 theft <br />amounting to $130 --1 stolen item recovered worth $1,200.00 --1 medical. <br />Mr. Cardinal noted at this point that Ken Miller reported that Wally Anderson would <br />not be able to begin the staining work until the middle of next week. <br />Mr. Gotwald reported that he had received a copy of a letter sent by Suburban Engineering <br />tl Eugene Mere of the Dept. of Conservation regarding he water levelreadings of <br />Reshanau Lake taken during November. Mr. Gotwald read that on November 3, 1970 the <br />water level was 1 foot below.the high -water level of 1968,and on November 18, 1970 <br />the water level had peaked at 2 feet over the 1968 level. Whenever the level is <br />higher than 879.2 water flows out of the culvert on the westerly outlet; the level on <br />November 22, 1970 read 882.0. Suburban Engineering felt that since the lake level <br />has returned to a level which is above normal there was no further need to take <br />further readings; however the test wells and elevation gauge will be left in place <br />if further observation is required. <br />Mr. Gotwald reported that the plans were complete for the Jandric sewer project <br />and he recommended that a special meeting to consider same be set. After discussion <br />it was decided to wait until Mayor L'Allier returned to work out a meeting date. <br />Mr. Gotwald commented that the timetable.on this project was working out well as <br />far as possible Metro Sewer Board takeover of the plant. <br />Mr. Locher commented on a letter from the League,of Minn. Municipalities on the following <br />proposed legislation: 1) a State guarantee of local bond issues, noting that this <br />would make it-easier far a municipality to sell an issue and that a municipality would <br />le apt to get lower interst rates; 2) short -term financing changes which would allow <br />municipalities to borrow from banks up to three years without voter approval except <br />where the amount exceeds 1% of the assessed valuation. Mr. Locher noted that muni- <br />cipalities now frequently borrow on warrants beyond their tax revenue. Mr. Locher <br />stated that he favored both proposals and recommended that we vote,for their approval. <br />W. Bohjanen asked whether the State would set the amount which could be borrowed; <br />Mr. Locher replied that the legislature would --the amount would depend on the value- - <br />tion of each municipality. <br />Mr. Locher also reported that certificates of insurance had been received for B.K.G., <br />Inc. and Weleski & Son -- these were more than adequate; also a rider for the change <br />of name for Freeman's Bottle Shop to be attached to their bond, and a $5000 bond for <br />Clyde Rehbdin's sewer license; Clyde still needs to provide an insurance certificate. <br />Mr. Locher stated that before we take over the new building we definitely should <br />let Ray Insurance know, especially before we move anything in. Mr. Rosengren <br />stated that two tractors were already there. The Clerk was instructed to contact <br />Mr. Ray immediately on the items which had already been moved into the new building; <br />Mr. Locher will contact him also. <br />Ni.
