House File 433, Senate File 397.
This bill would allow correctional officers to assume the power
of peace officers in taking escapees into custody, allowing
for more effective use of corrections personnel.
Mr. L'Allier moved to pass a resolution that the Lino Lakes Village Council
go on record favoring the following bills now before the Legislature: House
File 377, Senate File 279; House File 218, Senate File 123; House File 433,
Senate File 397; and favoring Proposal Number 15; that this resolution be
directed to our Legislators as well as all Legislators from Anoka County,
also to the Chairman of the Appropriations Committee, Gary Flakne, as well
as all members of that Committee. Seconded by Mr. Jaworski. Carried unanimously.
It was decided that the model ordinances to adopt APC 8 would be discussed
at the next meeting. The Clerk will contact Mr. Gorwald to have him set up
a meeting with the PCA on excluding areas of Lino Lakes from the ordinance.
Mr. Al Dupre stated that Jandric wants to build a model home on the East side
of Reshanau Lake, but not on either of the 2 basements now there. After
discussion, Mr. Bohjanen moved to authorize the issuance of a building
permit to U.S.Lakes Development for a model home in Lakes Addition No. 2,
contingent on the Engineer's and Planner's approval and the identification
of the exact location. Mr.
L'Allier stated that we had none under consideration at this time; he felt
that the clubs were doing a good job of policing themselves - -he had received
only one snowmobile complaint this year.
Mr. Myhre suggested that Lino Lakes adopt the State statutes regarding snow
mobiles so that we have them in our books --then we can collect the fines
on the violations rather than the State. This would be similar to our Ord.
#3 regarding cars. There was some discussion on this. Mr. L'Allier stated
that this would be taken up at the next Police meeting. There was some
diseussiom on out-of -town snowmobilers causing problems.
Mr. Cardinal asked whether the lights on the flag had been changed. There
was some discussion. Mr. Backlin noted that one of the security lights had
gone out, and that this made a difference on the lighting on the flag.
A motion made by Mr. Rosengren and seconded by Mr. Cardinal made Mr. Jaworski
official coffee maker for the Council meetings. Carried unanimously. Mr.
L'Allier asked Mr. Jaworski to see that coffee and rolls were available for
the Assn meeting Wednesday evening.
The bills were audited. Mr. Cardinal noted that time cards having entries in
ink needed the signature of the Councilman in charge of the proper department.
Mr. L'Allier stated.that the bill for some $5000 from Mattson Building
& Supply should be paid as there was some $8000 retainage yet to pay. Mr.
Cardinal moved to pay the bills as audited provided that the Council members
initial the time cards. Seconded by Mr. Bohjanen.
