2 S ) <br />2/22/71 <br />on the Council table as proposed. Seconded by W. Jaworski. Carried <br />unanimously. <br />W. Bohjanen suggested that a showcase be installed on the wall in the <br />hallway about 3 feet from the Clerk's window, the size to 8' long, 8" <br />deep and as high as the Clerk's window. There was discussion, with it being <br />'noted that the hallway could be used at election time and the showcase might <br />be in the way for the booths. No decision was made. <br />W. Bohjanen mentioned that concerning the municipal license fees, he was <br />finished with the book; there had been no chairman appointed for the committee <br />which was studying this, and no meeting had been held. He was ready to sit <br />with the other members and make a report. He noted that we would soon have <br />to set fees for garbage pickup. <br />Mr. L'Alliet noted that the County had promised us an ordinance on the no- <br />burning and garbage disposal; however, they had none yet but had sent us <br />copies of 2 other model ordinances. He felt that we should send a letter <br />tb the PCA telling them that we are working on an ordinance to adopt their <br />regulations in order to conform at the earliesttpossible date. Also, Mr. <br />L'Allier felt that we should sit down with the aerial photos to see what <br />areas we could exclude from the ordinance, since burning is allowed in areas <br />where there are less than 200 people per square mile. This exclusion would <br />have to be re- evaluated each year. Mr. L'Allier stated that we should try <br />to set up an evening meeting with the PCA to discuss the matter. It will <br />be included in the letter to the PCA that we intend to meet xdth them on this. <br />W. L'Allier appointed Mr. Jaworski temporary chairman of the committee <br />on municipal license fees and instructed him to call a meeting. <br />The police report for January was read as follows: 2,694.1 miles driven, <br />281 home and business checks, 26 complaints, 9 assists to/by other depart- <br />ments, 6 accidents, 5 aid given to motorists, 3 housefires, 3 legal papers <br />served, 3 stoled articles recovered amounting to $2,850, 1 theft amounting <br />to $61 2 false burglar alarms, 1 person picked up on warrant for arrest <br />from Ramsey County. <br />W. L'Allier moved to authorize Marvin Myhre and Rick Juleen to attend an <br />emergency training course at Unity Hospital in March. Seconded by W. <br />Jaworski. Carried unanimously. W. L'A11ier.mentionedA hapt while W. .� <br />Myhre was in the hospital, W. William Anderson had been,�to fill in temporarily <br />on the police force. <br />W. L'Allier stated that he had copies of several proposals for legislation <br />as it relates to the Youth Center. It was his intent to have the Council <br />go on record favoring these with & resolution to be sent to our Legislators <br />asking them to back the same. <br />1. House File 977, Senate File 279. <br />This bill would safeguard facilities such as the Treatment <br />Center from unauthorized trespass. On occasion persons have <br />broken in to bring out residents of the Center. <br />2. House File 248, Senate File 123 <br />This bill would provide for a new correctional facility to be <br />built on State land adjacent to the St. Cloud facilities and <br />provide for its funding. <br />3. Proposal Number 15 <br />This proposal would permit females to housed in the Red Wing <br />
