1 <br />1 <br />3/22/71 <br />Mr. Cardinal moved to grant Dwayne Cardinal a variance to Ordinance No. 21A for <br />the following described parcel: <br />That part of Lot 9, Auditor's Subdivision No. 100, Anoka County, Minn., <br />described as follows: Beginning at a point on the Southerly line of said Lot 9 <br />a distance of 120 feet Westerly of the Southeast corner of said lot; thence <br />Westerly on said Southerly line a distance of 114 feet; thence Northerly to a <br />point on the Northerly line of said lot a distance of 200 feet Westerly of the <br />Northeast corner thereof; 'thence Easterly on said Northerly line a distance of <br />90 feet; thence Southerly to point of beginning. <br />Seconded by Mr. Rosengren. Motion carried unanimously. <br />Mr. Cardinal reported that several other persons had appeared at the P&Z meeting but <br />had been instructed to bring additional items before action could be taken. <br />Mr. Cardinal reported that the P&Z had discussed the proposed Metro Park; that it was <br />their consensus that they would like to receive more information from Mr. Van Housen <br />before they make a recommendation. Mr. L'Allier noted a special public joint meeting <br />of the Council, Park Board and P&7 had been set for March 29th at 8 P.M., here at the <br />Hall, at which time we would ask questions -of the Chairman of the Metropolitan Park <br />Board. <br />Mr. Jaworski reported that the Committee studying municipal license fees had met. They <br />felt that fees should not be set for every business, only those which could become <br />detrimental for the Community. They will meet again before the next Council meeting. <br />Mr. Jaworski stated that he was still gathering facts and figures concerning the <br />gas price raise. <br />At this point Don Marier submitted a petition signed by 605 tax - payers of Lino Lakes <br />addressed to the Mayor and Council members. Mayor L'Allier read the cover letter and <br />the wording on the petition, the gist of which requested the Council to veto all of <br />the proposed Metro Park and proposed 4 alternatives for park use. <br />Mr. L'Allier noted that the Council does not have the authority to veto the park, but <br />they can oppose the plan; there is no may to be assured that the park won't come in. <br />Mr. Marier stated that he wants to oppose any Metro park. Mr. L'Allier answered a <br />question on the composition of the Metro Park Board stating that the members were all <br />appointed and that the Board was advisory to the Metro Council. He stated that no <br />Metro Council boards are elective; also, they are not representative of us. The man <br />in Coon Rapids on the Metro Council was replaced by a person not living in Anoka County. <br />A person asked whether the Metro Park Board could take the land regardless of our <br />wishes; Mr. L'Allier stated that they could not do so yet since they haven't the <br />power. A 1969 legislative bill giving them that power was passed after the closing <br />of the session, but a court had determined that the bill was illegal. <br />Mr. L'Allier stated that a bill was introduced last week which would give the Metro <br />Park Board the power of eminent domain, so possibly they could come in. Mr. L'Allier <br />stated that he had no objections to the petition, but that he felt that the people <br />should write to the legislators who have the power to do something about the Park. <br />There was discussion. Clarence Johnson stated that he had talked with the Metro <br />Council and had been told that if we gave a flat -out "NO ", that they would move to the <br />Lebanon Hills area. Mrs. Gould asked if the office could send a copy of the <br />petition to the Legislature. <br />Mr, L'Allier mentioned that he was the liaison for Lino Lakes to the Anoka County <br />Association of Municipalities; they had held a 4 -hour session the past Saturday and <br />
