3/22/71
Mr. Rosengren listed some roads to be considered for blacktop this year: the North
end of Ware Road for about 1/2 mile; 64th past of the freeway should be Sealed and
primed plus a 2" mat; the other piece of 64th'is holding up. He felt that 64th could
be done for under $2000 for a 20 -22' surface. There was' discussion. Mr. Rosengren
noted that someone else was to build a turnaround at the bottom'of'-the hill on 64th
and the Village would maintain it.
W. L'Allier inquired whether the proposed road program was ready yet and was told no.
Mr. Rosengren noted that if the park goes in, there is no point in our blacktopping
some of the roads in that area as the Metro Park Board will maintain them. Mr.
Rosengren stated that they had stopped work on Peltier Drive since receiving a letter
from Mrs. Wilhelmy. W. Gotwald had surveyed the roadway last year and the crew was
going by the stakes. Mr. L'Allier stated that we would wait for Mrs. Wilhelmy to have
the property surveyed. Mr. Rosengren stated that the crew would do something about
the drainage on Peltier. Drive.
Mr. Rosengren moved to put crushed rook around the building parking area contingent
upon receipt of competitive bids,, Seconded by:Mr. Cardinal. Carried unanimously.
W. Bohjanen asked if Mr. Rosengren had contacted the County about the culvet in
Twilight Acres. W. Rosengren stated that the County had been notified of the problem
and their men had been out there but were unable to do anything. The snowmobiles have
packed the ditches so that the snow won't melt, the same at Oak Lane.
There was discussion on the water problem on 24th Avenue where melt from a yard on the
Washington County side is running down the driveway and onto the, road. Mr. Rosengren
thought the driveway should be rebuilt or at least ditched so that the water will run
off into the ditch. Mr. Rosengren stated that he had been told that Washington
County had dug several holes in the roadway on the County Line looking for section
corner markers; these had not been repaired well. Mr. Rosengren was instructed to
find out who was responsible for the holes and then to inform the Clerk who will
write to them to correct the problem. Mr. Rosengren stated that they would start
repairing blacktop as soon as it gets warmer. He said that the Roads Dept. needs
a low boy trailer to haul some of our equipment such as the packer; he will look
around.
After some discussion, W. Bohjanen moved to buy 50 folding chairs after a comparison
of prices on them and stacking chairs by the Clerk. Seconded by W. Jaworeki,
Carried unanimously.
Crystal Ahlman stated that she was missing some plans and maps left in the Council
Chambers after the Open House. The Clerk was asked to call the Engineer and the
Planner to see if they had accidentally picked up the plans.
A lady in the audience inquired about some new staking which had been done on
Birch Street, asking if this was for the Metro Sewer Board interceptor. W. L'Allier
stated that the interceptor to the Jandric project had been recommended by the
Metro Sewer Board, but that this was not definite yet since the Metro Courc:71 heGn't
approved the 1971 budget. The Clerk was asked to call Mr. Gotwald to see what the
staking was for.
Someone asked whether we would be taxed for this interceptor. Mr. L'Allier explained
that the interceptor would be built by the Metro Sewer Board, so there would be no
acreage assessment for it. The laterals, would be assessed to the benefitted persons.
He noted that the pipes would be sized to take care of the entire Village. Also,
the Village had received a bill for some $25,000 for planning, flowage, etc. - -the
Village gets a flat assessment. He reiterated that it was not definite yet that the
interceptor would be built this summer.
