3/22/71 <br />Mr. Bohjanen had no report for the C&BDC. He stated that he had attended a <br />meeting at Centennial Schools, and would like to request that we start procedure to <br />come up with a community profile. Mr. L'Allier stated that he had asked the <br />Clerk to do this last week. Mr. Bohjanen moved,to have the Clerk begin work on <br />a community profile. Seconded by Mr. Rosengren. Carried unanimously. <br />Mr. L'Allier mentioned that a meeting had been noticed for tomorrow evening on the <br />burning ban, but since the Assessor's books are not here there is little they can <br />do now on the excluding of some areas from the ban. The Council will instead meet <br />to discuss recommendations for a full time man and reset the burn ban meeting later. <br />There was "some discussion on the burning of cars on the South side of Centerville <br />Lake recently. <br />"r. Cardinal inquired of Mr. Bohjanen whether the Village entrance sign on <br />Hodgson Road had been taken down; Mr. Bohjanen thought it had been done. Pr. <br />Jaworski inquired what had hsppened to the new outdoor flag. Mr. Bohjanen stated <br />that it had been apoor one containing a flaw. The VFW will get another. <br />Mrs. Gould stated that it would be a discrimination if certain areas of the Village <br />were excluded from polution control. Mr. L'Allier noted that this ban will be in the <br />form of an ordinance, that notice of hearings on same will be published and that <br />residents would have a chance to voice their objections then. <br />Mr. L'Allier stated that the claim for reimbursement for police work at the Youth <br />Center had been presented to the Legislature; Rep. Plaisance had asked him to testify <br />before the Appropriations Committee when the claim is heard. Mr. Jaworski moved <br />to authorize Mr. L'Allier to testify as requested. Seconded by Mr. Cardinal. <br />Carried unanimously. <br />lr. L'Allier stated that .den Thorup had asked him to testify at a hearing of the <br />Metropolitan and Urban Affairs Committee concerning S.F. 918 (H.F. 1183) which <br />relates to compensation for tax loss for lands used for public purposes. <br />Mr. L'Allier stated that at the legislative meeting of the Association they had <br />discussed a bill concerning Metro Transit which would levy a mill per kilowatt on <br />consumer's electric bills. This would amount to some $6 to $8 per family, although <br />the bill's stpnsor had stated that it might come to as much as $12 per family. Mr. <br />L'Allier moved that the Council go on record opposing this bill until such time as <br />the proper plans have been made by-Metro Transit for Anoka County. As of now, only <br />bus service is scheduled for Anoka County. Mr. Bohjanen stated that he opposed this <br />bill, that Anoka County was getting little consideration from the Transit Board. <br />The power was from the lower end of the Metro area. He would like to see more <br />compensation from those using the service. Mr. Bohjanen seconded the motion which <br />carried unanimously. <br />Mr. L'Allier stated that we were recently successful in getting a strong voice on <br />the Metro Transit Commission. The mayors of Anoka and Washington Counties made <br />recommendations to the counties on whom they would like for a representative. In <br />1969 there was a tie between the two co'zn ± -Tes, to the Governor made the choice. <br />This year Bruce Nawrocki, Mayor of Columbia Heights was chosen in both counties, <br />to represent us on the Commission. <br />Mr. L'Allier moved that the Council go on record opposing bill H.F. 1172 which calls <br />for an elective Metro Council which gives additional powers and duties to the Metro <br />Council. Seconded by Mr. Jaworski. Mr. L'Allier commented that he would like to <br />favor an elected Metro Council not calling for more powers; but they now have <br />only negative powers.
