Begin 1968
<br />The first regular Council meeting of the Village of Lino Lakes in 1968 was called
<br />to order on January 8, at 8:05 PM by Mayor -elect Ralph L'Allier. The first order of
<br />business wasthe swearing in of the new officials: Mr. L'Allier and Mr. Cardinal.
<br />The vacant Council seat was filled following the nomination of three men and voting
<br />on same. Mr. Rosengren nominated John Juleen in a motion which died for lack of a
<br />second. Mr. Bohjanenmoved to nominate Cliff Ross; no second so motion died. Mr.
<br />L'Allier moved to nominate Ronald Jaworski; vote: Mr. Cardinal and Mr. L'Allier aye,
<br />Mr. Rosengren and Mr. Bohjanen no. Mr. L'Allier, upon having Mr. Locher read from page
<br />102 of the Minnesota Statute Handbook, broke the tie and made the following appointment
<br />without the Council's approval: Mr. Jaworski was appointed as Trustee to fill the
<br />vacancy made by Mr. L'Allier and to complete Mr. L'Allier's term which expires December
<br />31, 1969. The oath was then taken.
<br />Roll call showed everyone present.
<br />Mr. Bohjanen moved to accept the minutes as corrected. Seconded by Mr. Cardinal; carried.
<br />Mr. Dennis Houle stated that the Personnel Commission had reviewed the two applications
<br />for the positions of Clerk- Treasurer and Deputy Clerk, those of Mrs. June Emerton and
<br />Mrs. Kay Olson respectively, and recommended both for the jobs as well qualified.
<br />Mr. L'Allier made a perpetual motion for appointments to fill the vacancies existing:
<br />Clerk- Treasurer: Mrs. June Emerton, seconded by Bohjanen, carried.
<br />Deputy Clerk: Mrs. Kay Olson, seconded by Mr. Jaworski, carried. These took oath.
<br />Attorney: Babcock & Locher, seconded by Mr. Cardinal, carried.
<br />Engineers: Milner Carley & Assoc., represented by Mr. Gotwald, seconded by Mr.
<br />Bohjanen, carried.
<br />Building Inspector: Mr. Al Dupre, seconded by Mr. Cardinal, carried.
<br />Assessor: Mrs. Richard Sarner, secnned by Mr. Cardinal, carried.
<br />Weed Inspector: Mr. Ed Houle, seconded by Mr. Rosengren, carried.
<br />Dog Control: Mr. Bruce Fleming, seconded by Mr. Jaworski, carried.
<br />Civil Defense Director: Mr. Ken Bryant, seconded by Mr. Cardinal, carried.
<br />Fire Marshall: 1!r. John Juleen, seconded by Mr. Rosengren, carried.
<br />Road Supervisor; tabled until next meeting, seconded by Mr. Jaworski, carried.
<br />Health Officer: Dr. Midboe, seconded by Mr. Bohjanen, carried.
<br />Legal Newspaper: letters read from both Blaine Life and Circulati1 Pines.
<br />Mr. Rosengren moved to nominate the Circula.tio Pines, nohecond. Mr.
<br />Jaworski moved to nominate Blaine Life, seconded by Mr. Bohjanen, vote:
<br />Mr. Rosengren, no; rest, aye. Carried.
<br />Bond Consultants: Springsted, Inc., represented by Bob Martin, vote: Mr. Rosengren
<br />no; rest, aye. Carried.
<br />Liaison to Circle Pines Gas and North Central Public Service Co.: Mr. Wm. Blaylock,
<br />seconded by Mr. Cardinal, carried.
<br />Auditor: Mr. Bohjanen moved to accept Mr. Wally Hill, vote; Mr. Cardinal and
<br />Mr. Rosengren, no; rest, aye, carried.
<br />Park Board: Luther LeVesseur, 1 yr. term, Mr. Al Thiltgen, 2 yr. term, Mr. Norman
<br />Miller, 3 yr. term; seconded by Mr. Bohjanen, carried.
<br />Planning and Zoning Board: 1 yr. terms: Glenn Rehbein, E. P. Jester and Ken Bryant;
<br />2 yr. terms: Duane Klepel and Roy Stanley; 3 yr. terms: Arnold Kelling
<br />and James Cox; seconded by Mr. Cardinal; vote: Mr. Bohjanen, no; rest,
<br />aye, Carried.
<br />Bank Depository: Centennial State Bank of Lexington, seconded by Mr. Rosengren, carrie
<br />Road Study Board: abolish present Board and seek persons experienced with road work
<br />for a new Board. This Board should work for the future improvement of the
<br />roads and not seek changes in existing ordinances but advise and make
<br />suggestions. Seconded by Mr. Bohjanen, carried.
