56 <br />The July 22, 1968, meeting of the Lino Lakes Village Council was called to order <br />at 8:05 p.m. by Mayor L'Allier with all members present. <br />Mr. Rosengren moved to accept the minutes of the July 8, 1968, meeting as cor- <br />rected. Seconded by Mr. Jaworski. Carried. <br />Mr. Jaworski moved to accept the minutes of the July 17, 1968, special meeting <br />as read. Seconded by Mr. Cardinal. Carried. <br />Mr. Jaworski introduced Mr. Sherman Stromen who requested <br />August 3 and 4 in connection with the Northwest Citizen's <br />to be held Sunrise Park. Mr. Cardinal moved to issue the <br />Knights of Columbus of White Bear Lake provided they show <br />the Clerk. Seconded by Mr. Rosengren. Carried. <br />a Bingo permit for <br />Band Club Jamboree <br />Bingo permit to the <br />proof of insurance to <br />Mr. Cecil LaMotte appeared to discuss subdivision of lots on his property East of <br />Centerville Road. Mr. L'Allier pointed out that the ordinance states that no <br />building permits would be issued to lots not adjoining an existing roadway.1. Mr. <br />La Mgtte gave the map of the proposed subdivision to the Clerk to forward to Mr. <br />Gotwald and ask him to get in touch with Mr. LaMotte and discuss the plot. <br />Mr. L'Allier mentioned that the on duty Police officers were out of the Village <br />on vacation and all calls should be directed to the Anoka County Sheriff. (427 -1212) <br />Mr. L'Allier announced that the Metropolitan Planning Guide was available to the <br />Council and P&Z members. He pointed out the section which mentioned that Lino <br />Lakes could be used almost completely for parks and playgrounds but did not in- <br />dicate in any way how we would be compensated in taxes, as parks,do not provide <br />a tax base. Mr. L'Allier favored development of lakes with the right kind of <br />buildings to provide the tax base. <br />Mr. L'Allier had talked with Mr. Gary Benyhoff of the State Highway Department <br />about setting up a ribbon cutting ceremony when Highway 35W is completed up to <br />Highway 8; also a similar ceremony when 35E is completed. <br />Mr. L'Allier introduced Mr. Robert Eidem, a Community Planner, for the Office of <br />Local and Urban Affairs, who was present to discuss the 701 Program which is a <br />Federal Aid program to help communities plan for their future growth. Mr. Eidem <br />mentioned that the Office also has many other programs such as training building <br />inspectors and had put out the Metropolitan Development Guide. The Metropolitan <br />Council does not stand behind this Guide and is putting out their own this fall. <br />The "701" Program is Section 701 in the Federal Housing Bill of 1954, and was <br />initiated to give technical assistance to communities through paying a portion <br />of a professional planner's salary and other costs necessary to complete the in- <br />depth study of the future. The Federal Government would pay 2/3 of the costs <br />with the Village paying 1/3, with the State administering the program. It is <br />estimated that Lino Lakes could be eligible for about $12,000 in Federal Funds. <br />(They start with an $8,000 base and figure an additional amount of $1.00 per <br />capita.) The Village would not necessarily have to pay their share all at one <br />time. <br />There are four phases to the program which should take from 18 -24 months to <br />complete. 1. Hard and complete look at the community. <br />2. State the goals and objectives of the community. <br />3. Analyze the plans to achieve the goals. <br />4. Implementation -- land use, zoning, etc. <br />
