59 <br />Mr. Locher also stated that this matter could come under residential zoning and <br />qualify as recreation. (Ord. No. 6 Sec. II. B (j) Mr. L'Allier moved to table <br />the matter and have Mr. Cardinal contact Mr. Ken Rehbein for more information <br />concerning horse shows. Seconded by Mr. Bohjanen. Carried. <br />Mr. Harold Hansen had been before the P&Z requesting a variance for a lot on his <br />land on Otter Lake Road. Mr. Cardinal had checked with Mr. Gotwald and found that <br />the entire roadway had not been laid out. Mr. Gotwald will contact Mr. Hansen <br />concerning the surveying and when this is completed the deed for dedication can <br />be obtained. Mr. Jaworski moved to wait for the legal description and the deeds <br />of easement from the adjoining property owners and then the Council will follow <br />through with the variance, preferably at the August 12 Council meeting. Seconded <br />by Mr. Bohjanen. Carried. <br />The question of illegal trailer houses in the Village had also been brought up <br />at the P&Z meeting. Mr. Al Dupre was present and stated that all three trailers <br />mentioned were in violation of the Village ordinances. The Clerk was instructed <br />to write to the following owners and inform them that they were in violation of <br />the ordinances and to request that they appear at the August 12 Council meeting: <br />Mr. Ken Rehbein, owner of trailer at Fourth and Pine <br />Mr. Ed Schwankel, owner of trailer on Orange Street <br />Mr. Richard Olson, owner of trailer on Highway 8. <br />Mr. Cardinal moved that the Deputy 6lerk be authorized to take minutes for the <br />Planning and Zoning Board on a regular basis. Seconded by Mr. Rosengren. Carried. <br />She was requested to send out the minutes of the P&Z to the Council in advance of <br />the meetings. <br />Mr. Locher presented copies of a model ordinance regulating taxicabs and samples <br />of the ordinance from Coon Rapids concerning buried cables. He also mentioned <br />that he will contact the various agencies concerning Civil Defense members in- <br />surance. He read a protion of a statement from the AttorneyGeneral's office con - <br />cerning plumbing fixtures and childrens books and stated that the Village is not <br />affected and instructed the Clerk to refer the information to the school officials. <br />Concerning a statement for special assessments received by the Clerk, Mr. Locher <br />suggested it was an error and should be returned to the sender. <br />Mr. L'Allier requested that copies of the ordinance concerning buried cable be <br />made and sent to the P&Z and to the Engineer and ask that they look it over and be <br />prepared to discuss it. <br />Mr. Bohjanen moved, under the Mayor's recommendation, that the sample taxicab <br />ordinance be turned over to the Road Study Board with copies to each member and <br />that they make a recommendation to the Council. Seconded by Mr. Jaworski. Carried. <br />Mr. L'Allier read a letter from the Minnesota Pollution Control Agency concerning <br />a public hearing to discuss the dumping of effluent in the Sunrise River by the <br />Village of Forest Lake. The Council had previously turned down the proposal <br />that they be allowed to dump into the Rice Creek Chain. Mr. Jaworski moved that <br />the Clerk write a letter to the Agency indicating the Council's favor of the dis- <br />charge into the Sunrise River and still objecting to discharge of effluent into <br />Rige Creek. Seconded by Mr. Cardinal. Carried. <br />Mr. L'Allier stated that the weed inspector had finished spraying the noxious <br />weeds on Village property hit that the county no longer sprays noxious weeds on <br />adjoining County property. Mr. L'Allier moved that the Clerk write a letter to <br />Commissioner Burman stating that the weed inspector had advised the Council that <br />the County property adjoining the Village property had not been sprayed and there <br />
