85 <br />Mr. L'Allier stated that there apparently is some misunderstanding betweeen <br />members of the Corrections Department as other personnel had stated that the <br />capacity was set at 50, plus 14 cells which are not considered permanent hous- <br />ing, for 93"Building, until a new recreation building is completed. Mr. <br />L'Allier stated that he had spoken to Gary Flakne in regards to this problem <br />as well as the possibility of being reimbursed for the money spent in catching <br />escapees. Mr. Flakne gave two avenues to follow: 1) to directly petition the <br />state for reimbursement or 2) provide necessary data to the Representatives and <br />Senators concerned and ask them to draw up a bill for reimbursement which they <br />seem willing to do. Mr. Bohjanen also recommended that a set capacity on the <br />number of persons to be housed at the Youth Center be included in the bill as <br />this was done for Red Wing. He would also like to see some stringent measures <br />for security added in. <br />Mr. L'Allier was questioned on plans of the Youth Center Committee for the Youth <br />Center but stated that when the group was finished they would give the public <br />the whole program rather than doling it out piece-meal. <br />A letter from Mrs. Mary Howard of Capital Mobile Homes was read. She had planned <br />to start work in the Baldwin Lake Trailer Court by October first and felt that <br />there was so much work to be done in renovating the old portion that she wouldn't <br />even think of beginning the new lots until spring. Mr. Bohjanen mentioned that <br />a new manager had moved into the house and this should improve the maintenance <br />fiWthe Court. <br />A letter from Northwestern Bell Telephone Company requesting permission to build <br />a pedestal for a line was read. Motion by Mr. Bohjansi, seconded by Mr. Rosengren, <br />to refer the letter to the Engineer for his approval was carried uannimoubly. <br />A note from Mr. Lundheim of the County Highway Department regarding the land <br />fill contamination in Circle Pines was read, stating the materials being dumped <br />were sterile; also it was ditch No. 10. <br />A letter from the Metro Council was read stating that they are making a prelim- <br />inary investigation of data received to see if it may be feasible for discharge <br />of sewage from Oneka and Hugo into the White Bear Lake system. Mr. dotwald stated <br />that he had attended a second meeting of the Council as authorized; the Council <br />will be calling on us for data. <br />A policy stetment from the Minnesota Pollution Control Agency regarding sewage <br />treatment for Forest Lake was read. Forest Lake was directed to study the <br />possibilities of land application on sites to the south or southwest of the <br />Village; they were recommended to not discharge their effluent to the Sunrise <br />River. If necessary, perhaps increased discharge to the Rice Creek chain would <br />be allowed if additional treatment works were constructed. <br />The list of State and County offices being voted on November 5 was received <br />from the County Auditor and will be posted. <br />Mr. Rosengren presented a letter received from Dick Swanson, Ag. Agent for Anoka <br />County, requesting Lino Lakes' official position regarding the Rice Creek Water- <br />shed. Mr. Bohjanen mentioned that he had received a request from the Watershed <br />Association requesting a change in our policy. The Clerk was instructed to send <br />a copy of our current resolution to Mr. Swanson. <br />Mr. Rosengren also mentioned that the damage to the culvert on Fourth Avenue by <br />the Telephone Company had not been repaired. A letter will be written to the <br />maintenance department of Northwestern Bell Telephone Company. <br />
