91 <br />The regular meeting of the Lino Lakes Village Council held on November 12, 1968 <br />was called to order at 8:18 p.m. by Mayor L'Allier with all members present <br />except Mr. Jaworski. <br />Mr. Cardinal moved to accept the minutes of the regular October 28, 1968 <br />meeting as corrected. Seconded by Mr. Rosengren. Carried. <br />Mr. Bohjanen moved to accept the minutes of the special meeting held on Nov- <br />ember 6, 1968 as read. Seconded by Mr. Rosengren. Carried. <br />Mr. William Busch, representing Emil Jandric, presented a revised plat map of Lakes <br />Addition #1, specifying all changes made to comply with the Engineer's list. <br />There was some discussion on the matter of park dedication. The amount of net land <br />in the plat is 30 acres, thus the amount specified by ordinance would. be only three a <br />acres. Mr. Jandric proposed cash in lieu of the land and would make a large park <br />later on in the development. The Council preferred, however, that the amount of <br />three acres be held in abeyance until a park is developed. They also discussed the <br />possibility of a public landing on Seventh Avenue at the culvert site. <br />Mr. Busch stated that they thought it best to handle the sewage and water problem <br />with the use of private wells and septic tank systems. There are to be no base- <br />ments in the immediate vicinity of the lake, perhaps some on high ground. The <br />material to fill the low lots will come from the high ground. The material to <br />fill the low lots will come from the high ground and from the lake bottom (90% <br />sand). All utility lines will be buried. <br />Mr. Scherer mentioned that Mr. Joe Karth had recommended all new developments have <br />central sewage systems rather than individual. <br />There was also much discussion on the use of cul-de-sacs. The revised plat map <br />had eliminated the one on "Boulevard B", but more are planned for the development. <br />Lots sell better on a cul-de-sac but such places create problems in snow removal, <br />etc. They also discussed lots, sewers, and ownership for the townhouse units. <br />Definite locations for these must be given before any permits are issued. Two jogs <br />in the northernleg of the plat are to be used as access to the golf course. <br />Mr. Locher read an Attorney General's opinion that only one hearing is necessary on <br />a plat at the Village's option as to preliminary or final. <br />Mr. Cardinal then moved to accept the corrected preliminary plat for Lakes Addition <br />#1 as submitted by Emil Jandric's U. S. Lakes Development Company having the following <br />legal description: t <br />Apar <br />Being a part of the SE 1/4 of the NE 1/4(of the SE 1/4, all in Section 20; <br />part of the West 1/2 of Section 21; all being in Township 31, Range 22, <br />Anoka County, Minnesota. <br />Seconded by Mr. Rosengren. Carried unanimously. It was thought that the hearing for <br />the final plat could be held in January. Mr. Busch was asked to have a tracing of <br />the final plat ready when he appears to ask for the hearing. This acceptance in no <br />way implies that permits for models can be issued. <br />The Clerk mentioned a complaint from a Mr. Swanson, real estate agent trying to sell <br />the Zeman home on the end of Baldwin Lake Road in that there is at least one yard <br />full of junk along the road. Wr. Swanson felt this was hurting his chances of a <br />sale and asked that we remedy the situation. The Clerk was asked to check with Mr. <br />Raymond on this. <br />
