1 <br />95 <br />The fees for Floyd Miller's special use permit had been received; however the legal <br />description is still forth coming; the Clerk will contact Mr. Miller. <br />Balances in the vaious funds were read. Mr. L'Allier stated that Mr. Hill had indicated <br />that having deficit balances in the funds posed no problem and was acceptable in practice. <br />Mr. Locher said that transfers could be made at the end of the year and that this posed <br />no legal problems. <br />Mr. Locher explained the Washington County District Court decision to reduce the $3500 <br />debt owing on the judicial ditch since 1959 to an amount of $1200 payable before Decem- <br />ber 1968, Mr. L'Allier commended Mr. Locher on his work in the case for getting such <br />an equitable solution. Mr. Rosengren moved to adopt a resolution that Lino Lakes pay <br />the amount of $1200 to the Treasurer of Anoka County to complete the transaction. <br />Seconded by Mr. Cardinal. Carried. <br />Mr. Rosengren then moved to adopt a resolution that any excess funds in the Judicial <br />Ditch Fund be transferred into the General Fund and that the Ditch Fund be removed from <br />the books. Seconded by Mr. Cardinal. The slide had been put up in Sunrise Park. He asked about issuing permits for <br />various construction work done in the Village such as plumbing and wiring. He will <br />check with the League to see if they have any model ordinances on licenses for professional <br />contractors. Mr. Gotwald suggested that it was time that the building code be overhauled; <br />he thought that the Planning and Zoning Board could check on the codes in Blaine and <br />Shoreview. Mr. L'Allier asked whether we could adopt new codes by reference. Mr. Locher <br />stated that Ordinance Number 6 had been written so that this was possible. Mr. Gotwald <br />will check on a copy of the National Building Association code. <br />Mr. Rosengren suggested that Lino Lakes purchase a good used pick-up as the one in use is <br />badly rusted out. The utility box could be switched. He would like a 4-wheel drive <br />vehicle by the first of the year. Mr. Rosengren stated that work on 64th is very doubtful <br />this fall. <br />Mr. Locher discussed the lots (Lots 2 and 3, Block 4, Lexington-Park Lakeview) which were <br />having drainage problems. Lot 2 became tax-forfeit on September 2, 1968. Mr. Gotwald <br />suggested studying the situation carefully before doing any digging so that more problems <br />aren't created. He will check. <br />Mr. Locher mentioned that since more than 800 voters had gone to the polls at the election <br />it will be necessary to install voter registration next year. The Clerk will check with <br />Mrs. Kuderling of the League for samples of necessary supplies and invite her back. <br />Mr. Bohjanen will check with the Lexington Fire Department about burning the wrecked <br />house on Elm Street. <br />
