Mr. Rosengren reported that they are still working on the County's bills;, there <br />are some mistakes in it. <br />The Village is now stockpiling sand and salt, purchased from Ashbach in White <br />Bear Lake, at $1.70 per ton. Bid forms for seal- coating work will be sent out <br />early in March. They hope to have the overall plan for road work ready in the <br />spring. <br />Mr. Gotwald mentioned that the manager from Shoreview had applied for a grant for <br />sewer from NSSSD in County Road J from Lexington to Highway 49. They will send <br />us a letter asking whether lino Lakes is interested in joining the line at J and <br />49, in which case a 60" line will be installed rather than a smaller one just for <br />Shoreview. <br />Mr. Cape, Civil Defense Director, listed the accomplishments of the CD in 1968, <br />thanking all those who had helped. Mr. L'Allier thanked the CD for their fine <br />work, stating that they and the Auxiliary were among the most active in the <br />County. Also, Mr. Cape is taking courses to qualify himself as a certified CD <br />Director. The Clerk was asked to send letters to the CD and Auxiliary telling <br />them that we appreciate their activity and we encourage their participation in <br />1969 and offer any help we might give. <br />Mr. Bohjanen agreed to meet with Commissioner Burman to establish a fair price <br />on Lot 2, Block 4, Lexington Park- Lakeview. <br />Mr. Locher stated that he had a letter from the County Attorney stating that he <br />had found no records in their department concerning ownership of Town Road <br />(Baldwin Lake Road) bordering Baldwin Lake and therefore disown it. However, <br />they will conduct more investigation. <br />Mr. Locher had also talked with Bob Johnson, Jr., of the County Attorney's office <br />who feels that the road south of Centerville Lake should go straight from the <br />Park to Centerville Road and also that the County should maintain such a road. <br />They are still studying the matter. <br />Mr. Locher stated that the Village had no liability to mailboxes. <br />Mr. Jaworski moved that a letter be written to the County Commissioners asking that <br />they have the State establish a speed limit on Cty. Rd. 14. Seconded by Mr. L'Al- <br />lier. Carried. <br />Mr. L'Allier moved that effective Jan. 1, 1969, the Mayor appointes Elwood West <br />to be the Senior Constable responsible for the keeping of all records; and that <br />the Clerk be authorized to immediately advertise the hiring of an assistant <br />Constable at $75 per month with a deadline of January 15 for the taking of ap- <br />plications, these to be turned over to the Personnel Commission to have a recom- <br />mendation for the Council be January 27th. As soon as this man can be trained we <br />will take applications for a second man as assistant constable at $75 per month. <br />Thus, with four men on the force a rotating schedule can be set up. Seconded by <br />Mr. Jaworski. Carried. <br />Mr. L'Allier listed accomplishments of 1968 including the new existing zoning, <br />proposed zoning and thoroughfare maps, sewer study with Centerville, new park <br />and taxi ordinances, new businesses, option on 30 acres of land, etc. He <br />thanked the Council members for their work, stating that we could not be <br />satisfied with what had been done, but must strive for more. <br />Mr. Cardinal moved to pay the bills as audited.
