0 <br />The regular meeting of the Lino Lakes Village Council was called to order at 8:05 p.m. <br />on February 10, 1969, by Mayor L'Allier with all members present. <br />Mr. L'Allier presented Mr. Bob Martin of Springsted, Inc. who handed out copies of their <br />status report on the current bond market and spoke on the present market as well as the <br />survey done for Forest Lake Schools. Mr. Martin stated that the current bond interest <br />was now at its highest rate since the depression and that it was a good thing that we were <br />not selling bonds now. This should be of no immediate concern to us as things might well <br />change before the end of the year should Lino decide to build a new Hall. <br />Mr. Martin thought it a good idea to visit Minnetrista, which had built a hall similar <br />to what we are thinking about. He stated that very few municipalities in the Metro <br />area don't have a regular Village Hall. <br />Mr. Martin reported that Forest Lake Schools was resently digesting the report on field <br />studies done for them by the University of Minnesota. It would seeem that a new High <br />School is definitely in their plan, and they are seriously thinking of expanding the <br />outlying elementary schools. However, Forest Lake had come pretty close to their bonding <br />capacity. They have no definite plans for the Lino Elementary School; it depends on the <br />airport site selection. <br />The following corrections were made to the January 27 minutes: Page one; paragraph 8 <br />Mr. Locher advised that it was not necessary to have a three -man. Board; the Health Of- <br />ficer fulfilled the Statute's requirements. Page four, paragraph three -- delete 'met', <br />insert 'talked'. Final sentence - -The majority still felt that a meeting would be ben- <br />eficial. Mr. Jaworski moved to accept the minutes as corrected. Seconded by Mr. <br />Cardinal. Carried. <br />The Clerk reported that the Lino Lakes Mother's Club (under the new name of the Lino <br />Lakes Parents Club) wished a permit for the playing of bingo at their meetings for <br />social reasons with no charges to be made. Mr. Rosengren moved to issue a yearly <br />bingo permit to the Club at no charge, providing that no fees are charged for the <br />bingo games. &conded by Mr. Cardinal. Carried. <br />The Clerk reported that a check on the typewriter suggested by Mr. Rosengren had shown <br />the machine to be 10 years old and that the repair work had been done two years ago. <br />She mentioned the possible purchase of an electric portable forthe Deputy Clerk. Also, <br />a Facit electric would be coming on trial. Mr. Bohjanen mentioned that he had seen an <br />ad for rebuilt IBM's at $189.50. He will give details to the Clerk. <br />Mr. Jawoski reported that he had attended the Sheriff's meeting at Anoka on the pro- <br />posed police protection forthe County. The Sheriff', would take over for the local <br />units of Bethel, East Bethel, Blaine, Lexington, Circle Pines, Spring Lake Park, and <br />Lino Lakes. However, this would only add one squad car to the force. The Sheriff would <br />negotiate a contract with each Village with the cost to be based on the assessed valu- <br />ation of each at the rate of $5 per capita for those whose valuation was under $3 mil- <br />lion and $8 for those whose valuation was over the $3 million mark. The population <br />would be estimated for 1969 at the rate of increase of 2.4% per year since the last <br />census. An accurate account of the work done in each Village would be kept; if the <br />amount at the end of the year would be less than expected, the difference would be <br />refunded. Mr. Talbot would be glad to attend a Council meeting to explain more fully. <br />Mr. West stated that Spring Lake Park and Lexington had already turned down the plan. <br />The concensus of the Council was that it would be too expensive for the service. Mr. <br />Locher mentioned the time factor for one car to travel from the north limits to our <br />area and that we would still pay for legal defense. It is possible that i the future <br />there would have to be uniform Village ordinances within the County. Mr. in <br />apparently feels that this type of County protection would help stave off a Metro Pol- <br />ice force. <br />
