�l <br />1 <br />3) Local consent for highways, H -1177, giving municipalities cooperation <br />in the early planning stages of new highways. Mr. L'Allier moved that Lino <br />Lakes go on record favoring this bill. Seconded by Mr. Jaworski. Carried. <br />4) Increasing Village misdemeanor fines from $100 to $300 and 90 days <br />maximum sentence for a single conviction, H -139. Mr. Bohjanen moved that Lino <br />Lakes favor this bill. Seconded by Mr. Rosengren. Carried. <br />5) Parks and open spaces, #S -857, Metro Council having power in the <br />7- county area, levying a 2f/ cigarette tax. Also L - -858, establishing a Park <br />Board for the Metro area with bonding power to 40 thousand and having eminent <br />domain. More checking will be done on this. <br />6) S -255, regulating rates of utilities by the State Public Service <br />Commission. Mr. Bohjanen moved to go on record favoring this bill. Seconded <br />by Mr. Rosengren. Carried. <br />7) H -1080 on school negotiations, giving 2 -year contracts with automatic <br />increases for cost of living hikes. Motion by Mr. Bohjanen to favor this bill. <br />Seconded by Mr. Rosengren. Carried. <br />8) Fiscal disparity bill still being reworked. <br />9) Split liquor bill, giving municipalities with municipal liquor es- <br />tablishments the power to grant off -sale private licenses, amended to 'on and <br />off sale'. Tabled for now. <br />Mr. L'Allier stated that some bills were being proposed by the County Commissioners, <br />but these would be studied next time. <br />Mr. Herb Schoon inquired what was to be done with the 'town road; east from <br />Baldwin Lake Road. He has purchased a piece of property adjoining the Water <br />Department property and would like to build in a year or two. Mr. Locher <br />read the letter he had received from the County Attorney pertaining to same. <br />The County has not accepted the deed to the road and does not wish to; <br />the road could probably be turned over to Lino Lakes if we really want it. <br />However, the concensus of the Council seemed to be that we did not wish to take <br />over another piece of road which needs a great deal of work at this time. <br />Also, residents along this road had indicated in the past that they wished the <br />road to be kept private. Mr. Schoon was told the only thing he could do would <br />be to get the residents to petition for the Village to take it over and give <br />service, for which they would pay. <br />Mr. L'Allier announced that Mrs. Sarner was resigning as Village Assessor this <br />summer. She had recommended that the County do the work (at a greater cost) <br />or that another person be found (she mentioned that the Deputy Clerk, Kay Olson, <br />had expressed an interest in the position and recommended Mrs. Olson for the <br />position.) The Clerk will ask Kay about same. The concensus of the Council <br />was that the cost of the County doing the work would be too high. Mr. Scherer <br />inquired whether such a person didn't need a background with real - estate <br />appraisal, but Mr. Locher replied in the negative. <br />Mr. Jaworski moved that the bills be paid as audited.
