14E <br />Mr. Bohjanen also reported that the County piannirjg steering committee had drawn <br />up a 15 -point program to be studied and evaluated at the next meeting on April <br />19th. After more information has been gathered the program will go before the <br />County Board. The C &BDC had met with the Engineer and were tabulating the <br />answers received to their survey letter. <br />A complaint had been received concerning the possible contamination of Rice <br />Creek by the Youth Center. Mr. Gotwald will talk with their maintenance men and <br />possibly take samples at a minimum of three spots in the Creek for examination <br />by the State Board of Health. <br />Mr. Rosengren moved to authorize Mr. Gotwald to check with the State on drainage <br />proBlems resulting from 35E construction north of Main Street on the east side(, <br />Seconded by Mr. Bohjanen. Carried. <br />Mr. Rosengren reported that a few complaints had been received and corrected, <br />stumps had been burned on West Rondeau; the 6' culverts had been sold with a <br />downpayment of $25 received, the balance coming in a month or so. The pick -up <br />is in rough shape; he will look around for something better - -the special box can <br />be switched over. <br />Mr. Backlin stated that there was a problem with a person claiming Village <br />snowfence as his own in the Lakeview area. Mr. Locher will write a letter to <br />the individual. <br />Mr. Rosengren was informed that he didn't need special authorization to purchase <br />sand, etc. for the roads as this was considered to be included in routine <br />maintenance. <br />Mr. Earl Halley appeared before the Council to request that the Village dig out <br />his ditch slightly on 20th Avenue so that he can install his culvert to his <br />field. Mr. Cardinal moved to authorize Mr. Gotwald to inspect the watershed of <br />the area and determine whether cleaning out this ditch will influence the local <br />flow; if everything is okay, Mr. Gotwald will instruct Mr. Rosengren to dothe <br />work, expected to take about four hours time. Seconded by Mr. Bohjanen. Carried. <br />" Mr. L'Allier moved to send a letter to the County Highway Department asking them <br />to place speed limit signs along the road to the Centerville Lake Park as there <br />have been complaints of persons speeding along there. If the County doesn't <br />wish to comply, then the Village will install the necessary signs and bill the <br />County. Seconded by Mr. Cardinal. Carried. <br />There was a complaint and discussion about the wet condition of 12th Avenue. <br />Sheriff Talbot was present to discuss the proposed County policing plan. <br />He stated that the proposal was for the last six months of the year. There <br />would be one car in the 4- Village area 24 hours daily with either 1 or 2 men, <br />depending on the shift. The cost for Lino Lakes would be about $7800 based <br />on $5 per capita (3172). This rate was low compared with communities under the <br />Ramsey County program. Local full -time personnel would be worked in, but part - <br />time personnel are not allowed under Civil Service regulations. He considered <br />policing of the Youth Center to be a waste of policing. The work would be <br />mainly patrolling with some complaints and ordinance violations handled. If <br />one of the other Villages were to cancel out of the agreement our cost would be <br />raised slightly. The County would need to put on 2 additional cars under the <br />agreement, one of which would also be on call to this area. Mr. Talbot wanted <br />a definite answer immediately, but no decision was made. <br />
