51 <br />After discussion, Mr. Cardinal moved to grant a special trailer permit to Omer <br />Cardinal to move his trailer on a one -acre lot on Peltier Lake from May 1 to <br />October first. Seconded by Mr. Jaworski. The motion carried with Mr. L'Allier <br />voting no, saying that he understood that the 90-day trailer permits were only <br />to be granted when a person was constructing a home. <br />'Mr. Clem Frazer asked for the floor, stating that he wished to have it on record <br />that it was very hard to live next door to a junkyard and have to look at it. He <br />complained that many homes were located along Highway 8 before it was zoned to <br />commercial, something which they had no say about. Mr. Cardinal asked whether <br />the unsightliness was the only thing bothering him, and Mr. Frazer answered that <br />he had had much trouble with thousands of rats. Mr. Bohjanen mentioned that the <br />court records would show the proceedings on the rat problem in the past disputes. <br />N :. James Loveland and Mr. Reese requested a variance on two lots on Oak Lane. <br />After discussion, Mr. Bohjanen moved to grant a variance to Mr. Loveland and Mr. <br />Reese on the lots described as follows: <br />TRACT 1:- The North 183 feet of the East 82.5 feet of the West 115.5 feet <br />of the Northwest quarter of the Southwest quarter of Section 9, Township <br />31, North, Range 22 West, Anoka County, Minnesota, containing 0.34 acre, <br />more or less, and subject to the existing public road along the north line <br />thereof. <br />TRACT 2. The North 183 feet of the East 82.5 feet of the West 198 feet <br />of the Northwest quarter of the Southwest quarter of Section 9, Township <br />31 North, Range 22 West, Anoka County Minnesota, containing 0.34 acre, <br />more or less, and subject to the existing public road along the north <br />line thereof. <br />Seconded by Mr. Rosengren. motion carried unanimously. <br />Mr. Cecil LaMotte showed the council a revised map of his property proposed <br />plat, showing just what parts he had in mind for the first dedication. He <br />asked whether a certification from the bank wouldn't be jut as good as a road <br />bond, and was given an affirmative answer. The Clerk will send a copy of the <br />map to Mr. Gotwald to prepare an estimate for the road bond. Mr. LaMotte will <br />have the land surveyed. <br />The Council discussed the Blaine Mobile Home Ordinance. Mr. Bohjanen stated that <br />he had gone through it, step by step, comparing it with our present ordinance, and <br />found that our own ordinance was actaully stricter with several requirements ex- <br />ceeding those of Blaine. After much idscussion, it was thought that our ordinance <br />should allow for larger lots for the newer double trailer. Mr. Bohjanen moved to <br />table the matter for study until the next meeting. Seconded by Mr. Rosengren. <br />Carried. <br />The Park Board minutes were read. Mr. Jaworski asked whether we had heard from <br />the County Park Board, the answer was negative. He mentioned that a snag had <br />developed on the option for the park property on Lake Amelia, but he hoped to <br />have this resolved by the end of the week. Mr. Jaworski reported that the Park <br />Board had written for technical assistance on park planning, that they hoped to <br />have their overall plan finished in a month or two and that they had decided <br />against asking for Federal Funds. <br />Mr. Bohjanen reported that he had attended a meeting of the planning and steering <br />committee of the Association; airport problems took preference over other county <br />planning. He and Mr. Rosengren both reported that they had received complaints <br />on horses, some in Lino Park and a large group on Fourth Avenue. <br />
