152 <br />Mr. Rosengren stated that it was time to purchase gravel for the roads and wished <br />to know if he needed bids or could purchase freely. Mr. Locher stated that as <br />long as the individual purchases were under $2000 no bids were necessary. <br />Mr. Rosengren had talked with the County Engineer about water in the 35E area. <br />They knew of no drain tile connections on two pieces of land. This will have <br />to be corrected at the owner's expense. <br />Mr. Rosengren had found a used pickup at a reasonable price; however Bill Houle <br />stated that he had tried it out and it was no good. Mr. Rosengren had heard of <br />a '66 GMC 1 T., for $1750. Mr. Jaworski thought he should look at the maintenance <br />records on it. Mr. Rosengren will look at the truck and check it out. <br />Mr. L'Allier reported that Mr. LeMire on 80th reported that 3 cars had been <br />stuck in mud in front of his place. This will be graded along with the County <br />Line. There was mention of the County taking over the County Line Road along <br />35E when it is finished. <br />Mr. Locher reported that he had met with Mr. Siegel of the St. Paul Atty office, <br />who stated that St. Paul would not go for an option on the Baldwin Lake property. <br />However, if we wished to purchase the land it could be appraised. They would lease <br />with a one -year cancellation clause. The insurance limitations were okayed. <br />Mr.•Locher had met with Mr. Gotwald to discuss the Jandric franchises. It was <br />decided that a special meeting would be necessary to cover all the objections, etc. <br />Mr. L'Allier stated that we must make a choice of 1) village sewers (not financially <br />able) 2) grant the franc i e or 3) proceed with private individual wells and <br />septic tanks. He 1 the use of a tape recorder at the open meeting with <br />Jandric officials. The meeting was set for May 15 at 8 p.m. at the fall. The <br />Clerk will call Mr. Dielentheis. <br />Mr. L'Allierstated that Judge Forsberg would meet here on May 13 with the police. <br />The police departments of the surrounding communities will be invited to attend <br />also. <br />(attached at end of these minutes) <br />Mr. L'Allier read from the report issued by the committee formed to study the <br />Youth Center. They feel that reporters have been ignorant of internal conditions <br />of the Center. Possibly a new facility can be built, or add a maximum security <br />wing. <br />Mr. L'Allier moved to authorize the Clerk to order 1500 Clean -up Month flyers <br />(all of May) to be printed. Seconded by Mr. Jaworski. Carried. <br />Police report for March, 1969: miles traveled: 2196, 1 accident, 1 breakin,' <br />2 stolen cars, 8 escapees from the Youth Center, 1 assist with County car for <br />Columbus, 1 St. Paul runaway, 1 hospital run, 1 loose livestock, 1 missing <br />2 -year old girl, 1 fire, 2 prowler calls, 1 stolen property, 2 accident assists, <br />1 domestic call, and one domestic assist. <br />Mr. Dupre reported that the VFW had requested a building permit to construct <br />a half- basement type structure for a meeting hall. After some discussion, it <br />was decided that the Clerk should invite the Commander of the VFW post to attend <br />the next meeting to discuss plans. <br />Mr. Al Ross was present and vehemently stated that Lino Lakes should vigor- <br />ously make a stand for the Ham Lake site for the airport.
