There is a practice of hiring personnel regardless of any criminal record and it was the conclusion of the committee that there was a lack of judgement in the placement of these individuals with a criminal record in placing them in positions of responsibility and influence which could be detrimental to the lives of the young people sent there for diagnosis and treatment. A lack of internal communication has hampered some personnel decisions, especially in regard to hiring correctional officers with felonies. 11. The present facilities and the number of personnel connot afford the popu- lation of the institution a reasonable outlet for their energy and avocation skills. This creates frustrations that are inherent in failing to have an adequate recreation program. See Recreation Report. 12. We found there was dedication on the part of the employees to the cause of working with young people. Noting obvious salary deficiencies there are many dedicated employees working to their capacity under. -tie present conditions. Minutes approved at the meeting of May 12, 1969 , �� - -° "'N-% C],Ork- Treasurer A special meeting of the Lino Lakes Village Council was held on May 1, 1969 at the request of Sheriff Talbot in order to discuss the County's proposal to provide pol- ice protection for Lino Lakes. The meeting was called to order at 8:00 p.m. by Mayor L'Allier with Mr. Jaworski, Mr. Rosengren and Mr. Bohjanen also present; Mr. Cardinal absent. Those persons representing the County were: Sheriff Talbot, Com. Al Kordiak and Com. Roy Johnston. Mr. Rosengren moved to waive the requirements of prior written notice for the meeting. Seconded by Mr. Jaworski. Carried. Mr. Talbot stated that he had hoped that the County Administrator and Attorney would come. Mr. Talbot had no authority to change the proposal which he offered last time. He hoped that it would be a good program and promised to do a good job as he had the Commissioner's backing on the program. The cost to Lino Lakes was figured at $15,860, arrived at by using the 1960 census at $5 /capita. He hoped to get the problems at the Youth Center straightened out so that we wouldn't be bothered with escapees. Mr. Bohjanen asked whether Sheriff Talbot thought that it would help to have the Sheriff's office pressing for improvements from the State at the Youth Center. Mr. Talbot replied that he felt it would help if he pressed for monetary help, etc. He felt that the security at the Youth Center was no good. Mr. L'Allier mentioned that our claim for compensation for policing at the Center was not be- ing contested by the State. Also, that there are no training programs for personnel at the Center, and the salaries are inadequate. Com. Kordiak asked Mr. Talbot whether it was necessary that more than one of the four communities sign the contract to make the program go, Mr. Talbot stated that for $16,000 only 16 hour service could be provided. He said that all four of the communities must sign in order for one car to be kept exclusively in the area. The car being alloted for Bethel could come here on emergencies.
