1 60 <br />Mr. L'Allier mentioned the police meeting with Judge Forsberg the following <br />evening. <br />The Council discussed the County policing plan. Mr. Jaworski moved to turn <br />down the County's policing offer for July first to December 31, of 1969, since <br />funds are not available and we feel that extra police cars are necessary to <br />cope with problems at the Youth Center. Seconded by Mr. Cardinal. Vote: <br />all aye except Mr. Bohjanen voting no. Motion carried. <br />Mr. Bohjanen stating that there was only $2500 difference in cost between our <br />police and the County offer for the rest of 1969 and moved that a letter be <br />sent to Sheriff Talbot declining his offer for 1969 but looking at the long <br />range view he felt County policing should be considered for 1970, therefore r: <br />requesting that Mr. Talbot provide cost figures for the year 1970 by August first <br />so that they may be adequately studied before budget time. Seconded by Mr. <br />Rosengren. Carried. <br />Mr. L'Allier gave some figures showing that it now costs us some $2.70 per <br />capita for our own police; we are paying the County some $3 per capita for <br />Sheriff's services now; this with the $5 per capita in the offer would have <br />made $S per capita for County policing. <br />The police car bids opened at the previous meeting were discussed. The police <br />had selected the bid from Coon Rapids Chrysler Plymouth since the price was <br />lower and the agency closer for service on the car. The body style was a <br />better model. <br />Mr. L'Allier then moved to accept the bid from Coon Rapids Chrysler Ply- <br />mouth for $2,699.99, as recommended by the police, with the stipulation that <br />it be paid for when funds have arrived from the County. Seconded by Mr. <br />Bohjanen. Carried unanimously. <br />Mr. Bohjanen moved to suggest to Centerville that the old police car was <br />available and that we would accept bids on the sale of it, with the stipulation <br />of being able to reject bids we felt were too low. Seconded by Mr. Cardinal. <br />Carried. <br />After some discussion on hiring a fourth man for the police force, Mr. L'Allier <br />moved that we advertise for applications for a part -time man at a salary of <br />$74 per month. Seconded by Mr. Bohjanen. Carried. Applications will be <br />forwarded to the Personnel Commission. <br />The Mayor announced that flyers for spring cleanup were here and that Clean- <br />UT.) Month would be from May 10 -June 10th. <br />Mr. L'Allier reported that a bill had passed the House which would appropriate <br />three and one -half million dollars for the construction of a maximum security <br />facility in Minnesota and this would eliminate welfare residents at the Youth <br />Center since they would be turned over to the Corrections Department. The <br />bill would also eliminate all youthful offenders at the Youth Center- -these <br />would be sent to St. Cloud. Diagnostic cases from Sauk Center would be sent <br />here as well as Phase 1 cases from Red Wing. The new facility would not be <br />built for 1 1/2 to two years. Additional security people are to be provided as <br />well as an additional fence around the Youth Center. <br />Also, a bill has been introduced in the Senate which would add personnel to <br />the Youth Center, but which provided no money for an additional facility.. <br />Both bills are presently in Committee. <br />
