1 S2
2) A Metropolitan Sanitary' sewer bill has been passed by the Legislature
setting up a sewer board that will take ownership of all inter - community sewers.
3) A development corporation has purchased approximately 1000 acres sur-
rounding Reshanau Lake and have begun construction on about 600 homes. These
homes and other buildings will definitely need Municipal sewer in the near future.
4) We would recommend, therefore, that the Village of Lino Lakes begin now
to plan for construction of this interceptor and to investigate all possible sources
of Federal Aid to assist in financing the project.
Die also mentioned that the interest rate has recently gone up as well as construc-
tion rates, which have risen 35 -40% in the last year.
The last page of the supplement gave the following estimated costs:
Main Interceptor (from Supplement No. 1)
(Revised)
East side Interceptor to Birch St. East of
Reshanau Lake
East side Interceptor from East of Reshanau Lake
to Centerville
$ 702,598.00
383,358.00
465,317.00
Contingency - 10%
Engineering - Plans &
Spec. - 5%
Staking & "'.Inspection 5%
Legal - 2%
Administrative - 1%
TOTAL COST
DEDUCT CENTERVILLE
$1,551,273.00
155,000.00
85,000.00
85,000.00
34,000.00
17,000.00
$1,927,000.98
571,000.00
$1,356,000.00
The old cost of the Main to run from Lexington to Baldwin Lake Road (5500 feet)
had originally been estimated to cost $215,633; this cost was now estimated at
$290,000 for this stretch.
Mr. Carley stated that no one knows much about the new law (Metro Bill), but
that by Jan. 1, 1971, the Metro Sewer Board would take over all the existing sewer
districts. All sewer agreements would end then. The cost of the take -over will
be calculated for each -community and assessed to them.
Mr. L'Allier asked whether, if we had joined NSSSD, would we now have to pay twice
for hook -up charges. Mr. Carley stated that credit for existing lines would be
traded in on the assessment.
Mr. Jaworski asked if the Metro Sewer Board has to hook up if they are asked by
a community. It would seem so; perhaps a special assessment would be worked out.
The Metro Sewer Board would only be responsible for the main trunk lines. Communi-
ties further out from the core cities won't have to pay more than any of the
others.
Mr. Kelling asked whether the whole community would pay for the interceptor first
and this later be assessed to the individual. Mr. Carley replied that the Board
would add up the total seven - county system cost and divide this between all the
communities served depending on the amount of flow for each. The bill could be
placed on individual assessemnt or on taxes.
