Mr. Jaworski asked whether this means that even those who don't hook up have to <br />pay. Mr. L'Allier replied that the individual only pays when he ib'oks up. <br />Mr. Carley mentioned that there will be relatively few deferred payments, as the <br />other communities have to pick up the tab. <br />Mr. Bohjanen asked when we could anticipate the titling on the assessment. <br />Mr. Carley replied that it takes effect Jan. 1, 1971. The bill does provide that <br />after Jan. 1, 1970, the Board assume ownership cf the interceptors and treatment <br />works, but that they have lots of homework and arithmetic to do before that time. <br />He estimated that it would be closer to 4 - -5 years before the Board would do any <br />building of lines. When the plan for cost - sharing is developed, then a hearing <br />will be called. It is likely that not all will agree and that time will be spent <br />in court. <br />Mr. Carley stated that acquirement of unused capacity in the line could be deferred <br />repayable as the Board shall specify at the municipal bond interest rate outstanding <br />at the time of the purchase. At such time that a deferred payment is paid up, then <br />the cost to all other communities will drop. <br />Mr. Bohjanen asked whether there would be payments for sewer before the sewer came <br />in - -that is enough to amount to anything. There would be some for laterals. <br />Mr. L'Allier questioned the legality of assessing those communities composed mainly <br />of raw land for the sewers when they would receive no direct benefit or eaten indirect <br />benefits. Mr. Bohjanen stated that it had been estimated that it would be the <br />year 2000 before there would be sewer in Washington County. The use of 2 1/2 and <br />5 -acre lot developments makes it hard to assess since the amounts will be so high <br />per owner. <br />Mr. Gotwald mentioned that the change in the blue line on the map (cross- county) <br />had been changed to a green line running along Birch Street. After studying the <br />profile, this route seemed more feasible since the depth was not too great and there <br />would be no easements to obtain. At Seventh Avenue the line would be five feet <br />higher than the low point of Jandric's development, so that at least one lift <br />station would be necessary. <br />Mr. Kelling commented that the trunk lines would benefit the whole Village and would <br />raise the valuation of Lino Lakes. <br />In discussion it was pointed out that it would not be practical to drain the Jandric <br />project into the line which will run from White Bear to Forest Lake; besides that, <br />Metro Council has decided that we shall use the NSSSD interceptor. The capacity <br />which has been allowed for Forest Lake in the line from White Bear is only good <br />for 30 years- -the line hadn't been designed for their use and the capacity is <br />"borrowed ". Mr. Carley stated that Metro Council has given the go -ahead for the <br />line to be built from White Bear to Forest Lake and that these communities involved <br />will be reimbursed for their costs when the take -over occurs. Oneka is interested <br />in sewers now. The line is running out of capacity so that line could not join <br />it - -it is possible that the property east of the freeway could drain into it. <br />Mr. Gotwald stated that both Hugo and Forest Lake have definitely joined for line <br />capacity. <br />Mr. Husnik asked why there were two lines running north going under the freeway. <br />This will be simpler than constructing a much larger interceptor and having to <br />tunnel. The areas enclosed in the black lines were areas which would have to be <br />pumped since they are so low. The Youth Center will have to pay its share in the <br />lines too. <br />
