The regular meeting of the Lino Lakes Village Council held on June 23, 1969 was
called to order at 8:04 p.m. by Mayor L'Allier with all members present.
The following corrections were made to the minutes of the June 9 regular meeting:
Page 1, paragraph 5, line 2; change "seconded by Mr. Cardinal" to read "seconded
by Mr. Cardinal and Mr. Bohjanen."
Mr. Cardinal moved to accept these minutes as corrected. Seconded by Mr. Jaworski.
Motion carried.
The minutes of the special June 12th meeting were corrected as follows: Page 2,
paragraph 3, line 1; add the word 'now; between we and have. Page 3, paragraph
4, line 1; change 'Mr. Houle' to read "Mr. Husnik.' Page 4, paragraph 4, line 2;
at beginning of new sentence change 'We" to'MR. Carley'. Mr. L'Allier moved to
accept these minutes as corrected. Seconded by Mr. Bohjanen. Motion carried.
Mr. Bohjanen moved to postpone the correction of the minutes of the June 17th special
meeting until another meeting, probably July 28th when the matter of the Jandric
franchises would be taken up again. Seconded by Mr. Jaworski. Motion carried.
Mr. L'Allier stated that he wished to appoint Mr. Ed Karth to fill the vacancy on
the Planning and Zoning Board. Mr. Bohjanen seconded this as a motion. Motion
carried.
Mr. L'Allier mentioned the current bannering of the Youth Center due to the announced
salary increases for the correctional officers there. New employees would receive
a 12 percent raise while experienced officers with one year's time would only re-
ceive an 8 per cent raise in wages, thus giving both experienced and new men the
same salary. Mr. L'Allier stated that he was sympathetic with the strikers since
the report on the Youth Center presented earlier had shown a very low salary range
which was totally inadequate for the correctional officers compared with other em-
ployees. He then proceeded to quote wages from the report supporting his state-
ment. Mr. L'Allier also stated that the Legislature had eliminated all youthful
offenders (ages 18 -20) from the Youth Center: that as of the last week 19 of
same had been moved to St. Cloud and 5 to Willow River; the intake of same had
also ceased. They had also ceased to harbor parolees from Red Wing. As a result,
the police report showed only 1 escape for the last month.
Mr. Bohjanen moved to approve the application of Mr. Henry Speiser, dba Hank's
Superette, for an off =sale 3.2 beer license. Seconded by Mr. Rosengren. Carried.
The Clerk reported that she had received from Lexington a copy of their ordinance
No. 48, showing their fee for an on -sale 3.2 beer license to be $50.00, and the fee
for an onsale 3.2 beer license where the establishment permits set -ups to be $300.00.
The certificate for liquor liability for Mrs. Cegla had been received. Also, an
answer had been received from Mr. Ken Rehbein on the question of his plans for the
mobile home on Fourth Avenue. He plans to build a house there within 60 days.
The sales tax revenue from the State had been received through the County Auditor
in the amount of $8,238.46. Also, municipal court fines in the amount of $20.00
had been received for May. The Clerk was asked to check again with the Court Clerk
to receive monthly reports.
Copies of the Uniform Building Code had been received. After discussion, Mr.
L'Allier appointed the following persons to study the Code and to compare it with
the codes used in other communities and to report back to the Council at the second
meeting in July: Messrs. Al Dupre, Ron Jaworski and Wm. Bohjanen.
