Mr. Carley stated that it is definite that Hugo and Forest Lake and most
of Oneka will be served by the White Bear Lake interceptor.
Mr. L'Allier mentioned that at the special meeting with Mr. Springsted on the 25th,
Mr. Springsted had indicated that he wished to have the definite dollar figures for
the project.
Mr. Carley then passed out a similar sheet with figures for water system for that
portion of the Village (approx. 1/3 of the entire area). Mr. Carley will give these
figures as well as those for the sewer lines to Mr. Springsted.
SUGGESTED COST DISCRIBUTION - MUNICIPAL WATER SYSTEM
ESTIMATED COST
2 wells @ 20,000.00 = $ 40,000.00
2 pumps @ 20,000.00 = $ 40,000.00
1 M gal. He stated that if the
connection charge for the water hookup were to be increased to $150.00, then the
cost of the system would require no taxes to pay for it. He stated that it would
be foolish for Lino to put in a 250,000 gal. tank as it would soon be too small.
Mr. Carley stated that they figured that three separate water systems would be
necessary to serve the whole village since the area is so great And there are too
many lakes to circumvent. This would also be cheaper since smaller size pipe could
be used rather than running oversize pipe such a long distance.
Mr. L'Allier inquired what percentage of this estimate would be assessed to Jandric
and was told that it would cost Jandric about $385,000 for his share.
Mr. Carley mentioned that another way to finance a water system would be to do it
entirely out of revenue with no assessments providing there is a guaranteed number
of connections. The monthly water payments would take care of the cost. A water
system is a money - making operation. There was some discussion on the method of
instituting municipal systems.
Mr. Jaworski moved that Mr. Carley be authorized to meet with Mr. Springsted, bonding
consultant, to come up with figures on the financing of such systems. Seconded by
Mr. Cardinal. Carried.
