215 <br />5 <br />Mr. Cardinal then moved to authorize the fiscal agent, Mr. Springsted, to work up <br />methods of financing for sewer and water. Seconded by Mr. Jaworski. <br />After discussion, Mr. Bohjanen moved to set the date of August 7th to hear the <br />recommendations of the Fiscal Agent and the Engineers on the Jandric franchises <br />that evening. Seconded by Nr. Cardinal. Carried. The Clerk will send letters to <br />both setting the meeting for that date. <br />After an explanation to the audience by the MaXor, Mr. Cardinal moved to authorize <br />the Clerk to be seated at the right of the Mayor in order that she can better get the <br />conversation. Mr. Bohjanen remarked that there was no certain seating arrangement by <br />law and that a vote really was not necessary. Seconded by Mr. Jaworski. Carried. <br />The hearing for George Smith's special use permit for the riding stable was reconvened <br />at 9:05 p.m. Mr. Locher noted that Ord. No. 6-0, allowing areas to be set aside for <br />limited commercial use, had been adopted at the previous meeting and that it had been <br />published, therefore in effect. <br />A Mr. Wilharber asked where the boundary line for Mr. Smith's stable lay and was <br />told that it was that of his entire property. Mr. Wilharber complained that he had <br />seen horses ridden on the neighboring St. Paul Water Works property as well as on <br />Centerville Rd. Mr. Smith declared that the horses reported to be on the road <br />were not his, but those persons seen on the Waterworks property were hold-overs from <br />the previous stable who used the trail to go swimming. He stated that he would see <br />that this ceases. Mr. Wilharber said that he was not objecting to the stable as long <br />as the fences were kept fixed. <br />Mr. Scherer asked whether we had an ordinance prohibiting riding horses on a roadway <br />and was told "no", but that such was not recommended. Mr. Scherer felt that a person <br />should have a sufficient amount of land on which to ride if he were to have horses. <br />Mrs. Agnes LaMotte complained that Dale Hughes who only had 2 acres had 7 to 8 horses <br />on his property and that Mr. Boyer also had horses on his lot, as well as motorcycles. <br />Mr. Wilharber also asked if a person could ride a horse in Centerville Park; this is <br />okay. <br />Mr. Smith asked whether it was all right to have pop-vending machines in hib barn and <br />was told that no license was required since the property would be commercial. <br />Mr. Cardinal moved that Mr. Smith's property be rezoned under Ord. 6-0 with use <br />limited to a riding stable and the boarding of horses; this property having the <br />following legal description: "The following described, siutated in Anoka County, <br />Minnesota: 1) The NE 1/4 of the NE 1/4 of Section 28, Township 31, Range 22. <br />2) The West 1/2 of the NW 1/4 of Section 27, Township 31, Range 22, except the <br />following described tracts of land: a. Beginning at a point on the East and West <br />1/4 line of Section 27, Township 31, North, Range 22, West, a distance of 1157.55 <br />feet East of the West Quarter Corner of Said Section 27, thence Northerly parallel <br />with the East line of the West 1/2 of the NW 1/4 of Section 27, a distance of <br />418.85 feet; thence Westerly parallel with the East and West Quarter line a distance <br />of 208 feet; thence Southerly a distance of 418.85 feet to the East and 5est 1/4 <br />line of said Section 27; thence Easterly along said 1/4 line a distance of 208 <br />feet to the point of beginning and there terminating, containing two (2) acres. <br />b. Commincing at the West 1/4 corner of Section 27, Township 31 North, Range 22 West; <br />thence North along West line of said Section a distance of 560 feet to a point, <br />thence East a distance of 309.8 feet to a point; thence South a distance of 560 <br />feet to a point on South line of the Northwest 1/4 of the Northwest 1/4 of said <br />Section; thence Westerly along said South line a distance of 309.8 feet to the <br />point of beginning containing 4 acres more or less all in the northwest 1/4 of <br />Section 27, Township 31 North, Range 22 West. <br />
