1 <br />1 <br />1 <br />? 11 <br />Mr. Rosengren asked about blacktopping the skating rinks. Mr. Jaworski stated <br />that present plans were to put clay on them. They have been spraying the weeds. <br />There was discussion on various types of sealers to be used. Mr. Jaworski will <br />check with chemical companies for opinions. <br />Mr. Denny Houle inquired whether the sulfite used on roads had killed the weeds. <br />Since this hadn't been done last year, no one had checked on it then and it <br />couldn't be determined this year. <br />Mr. L'Allier mentioned the water and sewer study maps now on the bulletin board. <br />Mr. Locher stated that the agreement for the Baldwin Lake Park property had been <br />redrawn and partially signed by the City of St. Paul. He went over the changes <br />which had been made. He also stated that Mr. Ray had assured him that the property <br />would be covered by liability insurance. Any plans we might make for changes in <br />the property will have to be first approved by the Water Department. The Village <br />will build any roads deemed necessary and will maintain any existing and new roads. <br />They want a certified copy of the resolution accepting the agreement and author- <br />izing the signing of same by the Mayor and Clerk. <br />Mr. Cardinal moved that a resolution be passed accepting the agreement to lease <br />the property on Baldwin Lake from the Board of Water Commissioners of the <br />St. Paul Water Department, that the Mayor and Clerk be authorized to sign the <br />agreement, that the copies of said agreement be given the Attorney to get the <br />necessary signatures, and that the Clerk send a certified copy of this resolution <br />to the Board of Water Commissioners. Seconded by Mr. Jaworski. Motion carried <br />unanimously. <br />Mr. Locher stated that all was in order to get the deed for the 2 -acre parcel from <br />the Waldochs for the new municipal building. There would be an outright purchase <br />for this parcel and a contract for deed on the remainder of the 30 acres. Notice <br />of the purchase would have to be published if the amount of purchase was in <br />excess of 1% of the assessed valuation- -Minn. Statutes 4112.21. Mr. Cardinal <br />moved to pass a resolution authorizing that the papers be drawn:up for the deed, <br />that the publishment be made, if necessary, that the Clerk disburse the check in <br />the amount of $2100.00 to Mr. and Mrs. Yin. Waldoch in exchange for clear title <br />to the 2 -acre parcel. Mr. Cardinal will deliver the check personally. Mr. Locher <br />will work out the title, having a certificate of survey. The schedule of payments <br />on the $14,300 left on contract for deed, based on $2860 per year plus 5% interest <br />per annum, as follows: September '70-- $3,575; September '71-- $3,430; Septem- <br />ber '72-- $3289; September '73- -$3,146; September '74-- $3,043. This is actually <br />two separate sales. Motion seconded by Mr. Rosengren. Carried unanimously. <br />Mr. Locher stated that he had typed up the Fire Marshall Ordinance but had for - <br />gotten to bring the copies with him. This ordinance would amend ordinance No. 24. <br />A copy of the Fire Prevention Code by the National Board of Fire Underwriters and <br />a copy of the Standard for the Installation, Maintenance and Use of Portable Fire <br />Extinguishers must be kept on file. <br />Mr. Bohjanen moved to adopt Ordinance No. 24A, amending Ordinance No. 24 (Burning), <br />taken from Ord. No. 68 of Lexington with changes, that the necessary manuals be <br />obtained and kept on file. Seconded by Mr. Jaworski. Carried. Mr. Myhre noted <br />that a new State Statute on burning had been adopted. <br />Crystal Ahlman inquired about the variance on the Hammer property. Mr. Locher <br />pointed out a discrepancy in the name of Hubert F. or Hubert Frank Hammer, and <br />stated that this would have to be corrected. Mrs. Ahlman stated that she would <br />have it taken care of. <br />
