All members were present except <br />Mr. Rosengren who arrived a few minutes later. <br />Mr. Cardinal moved to accept the minutes of the September 4th budget meeting as <br />submitted. Seconded by Mr. Jaworski. Carried unanimously. <br />Mr. Jaworski moved to accept the minutes of the September 8th regular meeting as <br />submitted. Seconded by Mr. Rosengren and carried unanimously. <br />The Clerk reported that the affidavits of publishing had been received for Ordinance <br />No. 24A and for the notice of filing of affidavits of candidacy for election. A <br />DATA -log from the MetEo Council had been received showing the estimated population <br />for Lino Lakes as of April 1, 1969 to be 3,409. <br />Lists of candidates for election judges for the November 4th election had been <br />received from both the DFL and GOP. These were passed around. Mr. Locher stated <br />that 8 judges would be needed as based upon a minimum of 3 plus 1 for each 150 <br />voters at the last election. The Clerk stated that only one shift of judges would <br />be needed since the ballot counting wouldn't take much more than two hours for a <br />local election; also, the judges seemed quite willing to put in the long hours. <br />A letter from NSP was read which gave revised provisions for the charges to be made <br />for underground installation of lines in new residential districts. The monthly <br />charge would be $2.00 per customer for not more than 30 years from date of instal- <br />lation; or the customer could make a non - refundable contribution of $220.00. Re- <br />vised rate schedules effective Sept. 15 were also enclosed. Mr. L'Allier stated <br />that this was a ridiculous proposal; other companies didn't charge customers for <br />installation of underground lines. He felt there was no reason why NSP should come <br />back on the small man for 30 years for this. Mr. L'Allier stated he would per- <br />sonally contact the public service department of NSP on the matter. <br />A letter from the Metropolitan Housing Council supporting the charge by NSP was <br />then read. They feel that NSP's charge is less than if the contractors themselves <br />owned the lines and installed them. Its president, Mr. Laukka, felt that the <br />$2.00 per month surcharge would be reduced in the next few years and eventually <br />eliminated. Mr. L'Allier noted that they miss one obvious thing; that the <br />maintenance costs are reduced by using underground lines. The statement that the <br />charge will be eliminated doesn't add up. <br />
