Minutes were read, corrected, and on motion by Ross, second by Backlin, approved as read. Motion carried. Discussion was held with Mr. Burque and Mr. LaMotte of, Centerville regard- ing the fire contract, with legal opinion being given. After the Centerville Administration agreed to the deletion of the disputed sentences (last 2 sentences in paragraph 4), Domning moved we accept the contract and rewrite the first page. Second by Speiser,,motion carried. The hearing on the Rygh rezoning was called to order, with Wally Nelson representing the Phillips° "66" Company. The clerk attested the proper postings had been made. Mr. Nelson stated the survey had been approved by the State Highway and County Highway Departments, however, no work would be started until the realigning of County Road 14 was completed. The clerk is to itemize the costs involved for publications etc., and will send a bill for the balance due, over and above $40. Ross moved approval of the request, Speiser seconded, all members voted yes. Ross moved that in the future the $40 fee be considered as a down °payment for all those hearings which run higher, with the difference to be billed to the applicant. Second by Domning, motion carried. Mrs. Juleen was sworn in by Attorney Locher as Treasurer. Ross moved we raise the bond to $30,000. Speiser seconded. On the vote, Ross, Backlin Speiser and Zelinka yes. Domning no. Domning moved the following appointments for 1966: Roy Backlin as Acting Mayor for 1966. Speiser seconded. Motion carried. Kenneth Bryant as Civil Defense Director for 1966, second by Backlin, carried Ed Houle for Weed Inspector for 1966. Second by Backlin, motion carried. Comment, was made that perhaps Mr. Houle would be retiring, but that he might be able to suggest someone to train in his place. Speiser moved we retain Centennial Bank as our Village Bank. Second by Ross, motion carried. Ross moved we reappoint Circulating Pines as the village newspaper. Backlin seconded. However, before the vote was taken, discussion was heard from the floor, with representatives from the Circulating Pines and Blaine Life speaking in behalf of their papers. On the vote, Ross, Speiser and Backlin yes. Domning and Zelinka did not vote. Domning moved we retain Babcock & Locher as village attorneys. Second by Backlin, carried. Domning moved we appoint Waldemar Hill as Auditor and for accounting services for the village for 1966. Speiser seconded. On the vote, Ross and Backlin no, Speiser, Domning and Zelinka yes. Motion carried. Ross moved we retain the firm of Milner Carley & Associates for our engi- neering services, with George Gottwald acting as our personal representative. Second by Backlin, motion carried. 134 Zelinka moved we appoint Bruce Fleming in Lexington as Dogcatcher for 1966. Second by Domning. Motion carried. Domning recommended that Dr. Medboe or some one of his staff at the Clinic in Forest Lake be retained as Health Officer of the Village. Second by Backlin, motion carried. Backlin moved we retain Columbus Township for the same services as per- formed in the past. Second by Speiser, motion carried. Zelinka moved we pay the clothing allowance for the police officers on the basis of twice a year instead of once a month. Second by Speiser, carried. (Clothing allowance, $5.00 per month) Ross moved that a notice be put in the paper that the village hall will be open on Tuesday evenings from 6:00 to 9:00 p.m. Mrs. Juleen will be present during those hourse, and will be paid,at the rate of $1.50 per hour, with the sume of $550.00 to be paid for the year. Second by Speiser, motion carried.. Motion by Zelinka that we approve the cigarette license applications of Henry Rosengren, Ralph Nathe and Louis LeTendre. Second by Speiser, motion carried. Backlin moved that another person from the village accompany him to in- spect the Ford Truck in Anoka for sale, and that we take an option to negotiate for it at a price of $2,500. The old truck will be traded in. Second by Ross, Motion carried. Ross moved we change the name of the Civil Service Board to the Personnel Committee. Second by Speiser, carried. The Ordinance will be referred to the Committee for further study. Domning named Bill Bohjanen to the Committee to replace John Juleen. Speiser moved that a different door be installed in the barn at the park where the new tractor will be stored, and also that the cost be taken from the general fund. Second by Backlin, motion carried. Speiser also reported both rinks in good condition and being used. Ross reported that the next P&Z meeting will be the 19th. To be discussed at the next meeting is the Heating and Plumbing Ordinance, The Committee will also begin a study of our Parks situation, Rosengren read a letter confirming his appointment to the Utilities Com- mission, Mr. Domning spoke on the gas franchise contract and proposed a meeting in the very near future for the Council with the attorney present for Lino Lakes, the Utilities Commission and the local citizen's group. Mr. Domning was invited to attend the meeting of the Citizen's group on Wednesday, January 13th. Locher reported that the Huntleys from Baldwin Lake Motel will be present at the meeting on January 24th with their Attorney, concerningthe special use permit fee of $75,00. Locher also reported the hearing for the Rehbein rezoning would have to be set over to the 24th because of an error in the newspaper publication. Ross moved we approve retroactively the action of the attorney. Speiser seconded, motion carried. 135 Pete Scherer again asked about the situation on 64th Street, and discussed with Locher the legal opinion on what constitutes a village road. , Ross moved, Backlin seconded that a notice be inserted in the newspaper regarding dog licenses. Motion carried. Backlin moved we pay the bills, second by Speiser, motion carried.
