Cdr <br />Backlin asked Locher if any decision had been made concerning right -of -way of Mr. Thies. <br />Answer was nothing yet, Locher and Gotwald had both contacted Mr. Fleming the attorney, <br />but no indication has been made by him that Mr. Thies is available for a meeting. <br />III Locher also stated he had spent considerable time checking the land of Lundbergs, and <br />can find nothing about easements that definitely defines this area. The only conclusion <br />arrived at was that if the village had been maintaining the road for at least 6 years, <br />then a cartway easement would have been established. <br />Backlin discussed asking the County to take over a short portion of 80th Street, which <br />is a continuation from the county line across the new bridge. Will try to set up a <br />meeting with the County Commissioners to discuss this. <br />Gotwald discussed working over that portion of Lakeview in front of LaRock's to get rid <br />of the water problem. One way would be leveling and bituminous coating at a cost of <br />approximately $1,500.00, an alternative would be running a ditch through with 24' <br />culverts which would run $500 to $600.00. He also suggested that all dirt removed could <br />be hauled to Ware Road and used for fill. <br />Backlin felt we should consider doing the work with our own equipment,and suggested <br />tabling the matter until the entire Council could meet on the location and further discuss <br />the best method to be used. <br />Gotwald stated he had checked on the culvert in front of the Youth Center, that it had <br />been replaced with a large size permanent culvert and was operating satisfactorily. <br />Locher had tried to contact Mr. Hamblin of the Water Department, but would have to meet <br />with him when he returned from vacation after June 1. <br />III Ross reported that at the Planning and Zoning meeting on May 18, several things were <br />taken under consideration. The Plumbing and Heating code was discussed and the <br />Planning committee has a recommendation for the Council to consider. He moved that we <br />turn this file over to our attorney to put into legal language for us to discuss. <br />Backlin seconded, motion carried. Locher stated this could be handled by a hearing <br />rather than a resolution and ordinance. <br />Ross also moved that we continue our clean -up efforts and that the police enforce a <br />conclusion to those notices of violation which have been issued. Second by Backlin, <br />motion carried. <br />L'Allier reported he had talked to Mr. Lasch of District 12, and the school will use <br />the park beginning June 16 through August 15, Monday through Friday, 9 am to 12 noon. <br />They would also like to use the park building and will provide supervisors. I would <br />recommend permission be granted to the school district and Mr. Lasch for this purpose. <br />Second by Domning, motion carried. <br />Ross again suggested putting two more lights into the park, and this will be further <br />looked into. <br />Downing reported he had contacted several men at Northern States Power relative to <br />purchase of gas for the village, however, NSP felt the Federal Power Commission would <br />not go along with this since two suppliers were already in the area. I have read again <br />the original franchise given us for study by North Central, and which can be reworded. <br />III I think it is the Village's place to prepare a franchise and offer it to them. <br />A petition was handed to the Council at this point by Bill Bohjanen signed by approxi- <br />mately 315 people who asked the Council to consider private gassupplier rather than <br />Circle Pines Utility Company. <br />
