212 <br />Minutes of the Park Board were read. Members of the Park Board visited all of the <br />parks and made suggestions as to the purchase of additional equipment. <br />Mr. L'Allier made a motion that the Centennial League be granted permission to use <br />park facilities from May 23rd through the 3rd week of July between 6 and 8:30 PM. <br />Seconded by Mr. Bohjanen. Motion passed unanimously. <br />Mr. L'Allier made a motion that the Lino Lakes Mothers Club be permitted to play <br />bingo April 29th at the Lino Lakes School. Seconded by Mr. Rosengren. Motion <br />carried unanimously. <br />Mr. L'Allier reported that he had talked to both Ray Johnston and Tom Greig over <br />House Bill 1764 (Gross Earnings Tax Bill) and the Multi- Purpose Service District, <br />and he informed them of a unanimous motion passed by the Council voicing their <br />opposition to the Multi - Purpose Service District and requesting that part stating <br />that villages must have over 5000 population to derive benefits from House Bill 1764 <br />(Gross Earnings Tax Bill) be stricken from that Bill. <br />Mr. L'Allier had a letter read from Senator Mondale and also one from Adrian Winkel <br />regarding the post office address of Lino Lakes. Mr. Winkel felt that Lino Lakes was <br />not ready at this time for its own post office. Mr. L'Allier suggested that residents <br />of Lino Lakes write their representative about securing one mailing address for the <br />entire Village. <br />Mr. Bohjanen discussed the Lino Lakes Treatment Center and stated that it cost the <br />Village approximately $1000.00 per year in police protection. Mayor Ross stated <br />Sheriff Talbot informed him that his force spent between 10 and 12 hours at the <br />center per week. <br />Mr. William Bohjanen introduced the following resolution and moved for its <br />adoption: <br />WHEREAS, the Village of Lino Lakes has expended considerable monies to police the <br />State of Minnesota Lino Lakes Youth facility and escapees therefrom since the opening <br />thereof, as evidenced by the attached time sheet; and <br />WHEREAS, during the past operation of such facility, the Council feels that there <br />have been inadequate internal security measures therein to prohibit the escape of <br />those confined therein; and <br />WHEREAS, the escapees from such facility have often terrorised inhabitants of the <br />Village of Lino Lakes, vandalized properties of, stolen property from and caused <br />severe loss to residents of the Village of Lino Lakes; and <br />WHEREAS, the residents of Lino Lakes live in fear of the escapees or potential <br />escapees from the said facility as presently operated to the extent that many residents <br />refuse to unlock, open or answer their doors in the evenings; <br />NOW THEREFORE, BE IT RESOLVED, by the Village Council of the Village of Lino Lakes, <br />Anoka County, Minnesota, as follows: <br />The Village Council of the Village of Lino Lakes, Minnesota strenuously supports the <br />immediate increase and betterment of internal policing and methods thereof in the <br />Lino Lakes State Youth Center, and also, as strenuously, opposes any increase in the <br />use of such facility, and especially any change of the use thereof to include the <br />treatment of "hard- core" juvenile offenders, without adequate prior provisions being <br />made to internaij y police the said operation, and in fact, this Villge Council favors <br />increase in and betterment of such internal policing even if there is no increase in <br />or change of usage of such facility, to prevent the occurance of the past problems <br />created by escapees since the operation of such facility. <br />
