Gunderson 24.00 426 Robert Lundgren 109.45 The regular meeting of the Village of Lino Lakes was called to order at 8:00 PM July 24, 1967, with all members present. Minutes for the July 24th meeting were read. Motion made by Mr. Rosengren to accept the minutes as corrected. Seconded by Mr. Cardinal. Carried. Letter regarding Ken Bryant's dognbite and loss of his pants read. Motion made by Mr. L'Allier,that the Clerk secure the name from Ken Bryant of the owner of dog and that the Village secures reimbursement for the uniform and doctor bill. Seconded by Mr. Bohjanen. Motion carried. Minutes of the review board read and Mayor Ross asked that the review board and the Council get together on July 26, 1967, at 8:00 PM. Motion to this effect made by Mr. L'Allier. Seconded by Mr. Cardinal. Motion carried. Mr. L'Allier made a motion that the Clerk in the future pays the two par* employees at the same time that the police and Council get paid. Seconded by Mr. Bohjanen. Motion. carried. Mr. L'Allier made a motion that the Village of Lino Lakes approves the purchase of equip- ment for the parks in the amount of $1,024.80. Seconded by Mr. Cardinal. Motion carried. Mr. L'Allier made a motion that the Village of Lino Lakes authorizes repairs to the roof of the park building occupied by Mrs. Billek and that bids be let to a resident of the Village. Seconded by Mr. Bohjanen. Motion carried. Mr. L'Allier stated he wanted it known that he would have voted for the repairs to Bald Eagle Blvd. and Rolling Hills Drive if he had been present at the previous meeting. W. L'Allier made a motion that the Village of Lino Lakes approves the installation of a 4" well and a one horse -power pump for approximately $1,000 at Sunrise Park. Seconded by Mr. Rosengren. Motion carried. Mr. L'Allier made a motion that the Village of Lino Lakes sends a bill to the Forest Lake School District for cutting the grass on Hwy 8 and Main Street, Mr. Rosengren to supply the charges to Clerk. Seconded by Mr. Rosengren. Vote as follows: Mr. Bohjanen Nay- -rest of Council Aye. Mr. William Morrison asked to step forward to discuss his request for a dog kennel at 6297 Hodgson Road. It was stated that the P&Z had approved his application. Mr. Bohjanen made a motion that the Village of Lino Lakes approves his application for a special use premit with the stipulation that he conforms to all ordinances and that if he did not he would be in a position to lose it. Seconded by Mr. L'Allier. Motion carried. Motion made by Mr. Bohjanen that Mr. Morrison pays 5/12 of the $50.00 kennel fee for the III year 1967 and the full $50.00 for each year after January 1, 1968. Seconded by Mr. L'Allier. Motion carried. Mr. Rosengren stated that work was nearly completed on Bald Eagle Blvd. and Rolling Hills Drive. Mr. Macklin explained the useof a dust preventative on Bald Eagle Blvd. 23." Mr. Rosengren explained the costs of putting a fence around the water in our holding pond. Mr. Cardinal made a motion that Mr. Rosengren be authorized to purchase the materials needed estimated to be approximately $225.00 and have it erected by Village employees. Seconded by Mr. Bohjanen. Motion carried. IIIMr. Rosengren made a motion that the Village of Lino Lakes ask for bids to cut alongside of 38 miles of roadway in the Village and that the ad be put in the Forest Lake Times, the Blaine Life and the Circulating Pines. Cutting is scheduled for the week of August 14th. Seconded by Mr. L'Allier. Motion carried. Mr. Rosengren discussed a non - profit organization which plans to construct a recreation area in the Village. Mr. Locher stated that Ord. No. 6 should be given to them. Mr. Bohjanen made a motion that Mr. Gotwald contact the Hwy Engineer to pave part of a Mr. Matte's driveway near the Sunset -Elm- Freeway overpass since the State extended his driveway. Seconded by Mr. L'Allier. Motion carried. Mr. L'Allier made a motion that Mr. Locher write a letter to the property owners of the tagged bldgs on Rolling Hills Drive to have them removed. Seconded by Mr. Rosengren. Motion carried. Mr. Gustafson of Mpls. stepped forward to show pictures of a home he wished to move into Lino Lakes on Main Street. Mr. Cardinal stated the P&Z approved his request. Mr. Cardi- nal made a motion that the Village of Lino Lakes grant a moving permit to Mr. Gustafson with the stipulation that Mr. Dupre and Mr. Gotwald inspect the home and that he must comply with all ordinances and setbacks. Seconded by Mr. L'Allier. Motion carried. Mr. Cardinal stated that the P&Z approved the request of Mr. Boris Alexjew for a variance on his property. Mr. Cardinal made a motion that the Village of Lino Lakes grant a vari- ance to Mr. Alexjew on the following described property: The South 360' of the East 400' of the West 1100' of the NW 1/4 of SW 1/4 all in Section 31, Anoka County, Minnesota. Seconded by Mr. Rosengren. Motion carried. Mr. Floyd Miller requested a variance and since he had not appeared before the P&Z the following motion was made by Mr. L'Allier, ie, that a variance be granted to Mr. Floyd Miller on the following described property and that he gets approval from the P&Z at their next meeting: That part of the NW quarter of the SW quarter of Section 3, Township 31 North, Range 22 West, Anoka County, Minnesota, described as follows: Beginning at the west quarter corner of said Section 3, thence South 0 °00', assuming bearing, along the west line of said Section 3 a distance of 208.7 feet; thence East 0 °00', 414 feet to the Center line of an existing drainage ditch; thence northerly, along said ditch center line 211 feet, more or less, to the point of intersection with the east -west quarterline of said Section 3; thence westerly, along said quarterline, 429 feet to the point of begin- ning. The above described tract contains 2.0 acres, more or less, and is subject to Rondeau Road West, along the west line thereof. Seconded by Mr. Rosengren. Motion carried. Mr. Cardinal made a motion that the Village of Lino Lakes approves Messrs. Dennis Houle, Harold Lehman, Arnold Kelling, Glenn Rehbein and James Cox to a road study committee. Seconded by Mr. Rosengren. Vote as follows: Mr. Bohjanen Nay - -rest of Council Aye. IIIMr. Locher stated he wrote to Mr. Olson about starting to build his home on Hwy 8. Mrs. Olson stated that they will not be able to build for 6 weeks and Mr. Ross stated that Mr. Olson should appear at the net regular meeting. Mr. Pete Scherer spoke on road conditions in the Village. Mr. Jerome Boyd asked Mr. Gotwald regarding the road at East Rondeau Lake Rd. GAG- Ken Bryant presented to the Villge of Lino Lakes the trophy that the CD won at the 4th of July parade. Mayor Ross accepted for the Village. Mr. Bohjanen made a motion that the Village of Lino Lakes approves the purchase of rain- coats and jackets by the CD. Seconded by Mr. L'Allier. Motion carried. Mr. L'Allier made a motion that the Village of Lino Lakes writes a second letter to the III State of Minn. to put up speed limit signs and correct road conditions for the road adjacent to 35W. Seconded by Mr. Cardinal. Motion carried. Mr. Ron Jaworski asked if the Village should not draw up an ordinance to protect home owners when contractors are repairing their homes. Mr. Locher was instructed to check into an ordinance of this type. Dumps in the County were discussed. Mr. L'Allier made a motion that the Clerk draw up a letter to the County Commissioners with copies to surrounding villages to see if it is now feasible to locate a land -fill dump in some area aecessable to all the villages. Seconded by Mr. Cardinal. Motion carried. Mr. Dennis Houle suggested a new way of paying bills which was adopted as follows: Mr. L'Allier made a motion that bills to be paid by the Village on the first meeting of the month must be in the hands of the Treasurer by the first Tuesday of the month and that bills to be paid the last meeting of the month must be in the hands of the Treasurer by the 3rd Tuesday of the month. Also that this plan be tried for several months to see if it is feasible. Seconded by Mr. Bohjanen. Motion carried. Letter from St. Joseph's Church read requesting a beer license for their annual chicken dinner and a yearly bingo permit. Mr. L'Allier made a motion that St. Joseph's Church be given a one -day beer license and a yearly bingo permit. Motion made at 11:30 PM by Mr. Bohjanen to adjourn. Seconded by Mr. Cardinal. A Special Meeting of the Lino Lakes Village Council was held on July 26, 1967, at the Village Hall, called to order at 8:06 PM by Chairman L'Allier. All members of the Council were present, Mr. Ross and Mr. Rosengren arriving late. IIIThe purpose of the meeting was threefold: The Council met with the Park Board to discuss the purchase of park property; the Council wished to discuss with the Personnel Review Board its recommendations before accepting or rejecting same; the Council was shown a movie regarding a new process of road stabilization. Mr. Macklin showed his short movie first and provided the Council with snapshots and signed statements and newspaper clippings of the merits of his company's product. The product, spent sulfite liquor from the paper industry, can be used either for road stabilization or dust control. He gave reasons why the sulfite was far superior to oil and stated the equipment and time required. The Village would be given a special rate of 9W per sq. yard, the cost including material, freight and labor. Mr. L'Allier sug- gested that the Council talk over using this material en Bald Eagle Blvd. and Rolling Hills Dr. at the next meeting; Mr. Gotwald has the necessary detail. Mr. L'Allier also presided over the discussions of the Employees Review Committee Report. Mr. Dennis Houle stressed that the report was intended to be a long -range program, not necessarily immediate. Electrical Work s W. Bohjanen made a motion to adopt the suggestion, to take effect August 1, 1967, that any major electrical work which has to be done should be handled by a qualified licensed electrician. This type of work should be kept to a minimum and done only upon the approval of the Council. Minor electrical work can be done by Village employees but the Village will not pay electrician's wages, only a wage of $2.35 per hour. Seconded by Mr. Cardinal. Vote: Aye, Mr. Cardinal, Mr. Bohjanen and Mr. L'Allier. No, Mr. Rosengren. Mechanic Mr. Cardinal made a motion to adopt the suggestion that the wage of $3.60 per hour is sufficient for a good mechanic, but/to gain better knowledge of the operating cost of this department, we consider it a must for the mechanic to keep an accurate up -to -date maintenance record of each and every piece of Village equipment, a copy of which is to be kept in the garage and one on file with the Clerk; the Village mechanics should use
