Gunderson 68.40 Minutes accepted meeting of August 28, 1967. Clerk The regular meeting of the Village of Lino Lakes was called to order at 8:00 PM August III 28, 1967, with all members present. The minutes of the August 14th meeting were read. Mr. L'Allier made a motion to apprae the minutes as corrected. Seconded by Mr. Bohjanen. Motion carried. An application for off -sale 3.2 beer license was read. Mr. Rosengren made a motion to approve the license. Seconded by Mr. Bohjanen. Motion carried. Mr. L'Allier asked the Clerk to check on any tax - forfeited land in the Village that is available for a park. Mr. L'Allier made a motion that the Village direct a letter to Mr. Paul Velz, Road Design Engineer, John Ireland Blvd., St. Paul, with carbon copy to Mr. McCubrey, District Engineer, 1246 University Ave., St. Paul, Minn., requesting a copy of the preliminary sign plan for our perusal, also asking that before the sign plan is finalized that both 35E and 35W be equipped with signs to show the turn offs for Lino Lakes and also the Village limits. Seconded by Mr. Cardinal. Motion carried. Mr. L'Allier made a motion that we install Slow signs on 4th Ave. and that a letter be directed to the Youth Center asking for the cooperation of all employees not to exceed speed limits, and while they are named specifically in a complaint we are asking for cooperation from everyone. Seconded by Mr. Rosengren. Motion carried. Mr. L'Allier made a motion that Mr. Locher be instructed to contact Mr. Gallagher at the Attorney Generals Office and take necessary steps to set up an additional polling place on the east side of the Village. Also as this is not covered in the budget, find out the cost of it. Seconded by Mr. Cardinal. Motion carried. Mr. Bohjanen asked Mr. Gotwald if he heard anything on the Hwy 8 and 326 hazard. Mr. Gotwald stated at the present time he has heard nothing further. Mr. L'Allier made a motion that a new map showing parks, commercial areas and freeways along with a pie- shaped tax breakdown be approved with Mrs. Sally Michaud doing the work free but the Village reimbursing her for the supplies. Also, at Mr. Bohjanen's sugges- tion, that the window sign be dressed up in the Village Hall at the same time. Also, that the Clerk or Deputy Clerk be authorized to get letters and post the next Village meeting on the bulletinboard. Seconded by Mr. Cardinal. Motion carried. The owners of the Baldwin Lake Trailer Court appeared and stated that the roads were now fixed up. Mr. L'Allier made a motion that the Village Engineer and Mr. Rosengren be authorized to check Oak Lane for a cost estimate and that the petition be turned over to the Clerk. Seconded by Mr. Cardinal. Motion carried. Mr. Rosengren stated that 4th Ave. should have load limit signs. Mr. L'Allier made a motion that the Village of Lino Lakes goes on record that any load signs which don't state axle wdight will be considered as axle weight and that all future signs will show axle weight. Seconded by Mr. Cardinal. Motion carried. Mr. Rosengren and Mr. Gotwald will check the overpass at Rondeau Lake. Mr. L'Allier made a motion that the three culverts requested be installed at $50.00 per culvert and that effective the 29th of August all requests for culverts will be on new cost basis plus installation with set figure to be supplied later on. Seconded by Mr. Cardinal. Motion carried. Mr. L'Allier made a motion that the Personnel Commission report of all Village equipment, IIIincluding the pickup, being stored at the Village 'Hall should exclude police car and equipment. Seconded by Mr. Bohjanen. Motion carried with Mr. Rosengren abstaining. A motion was made by Mr. Rosengren to install a street light in front of the Village Hall, also to contact Mr. Ludwig for light at back end of lot to be hooked up to the Village Hall lighting system. Seconded by Mr. Cardinal. Motion carried. Mr. L'Allier made a motion that the Clerk should write a letter to Mr. Roy Houle that he be notified that as well as being a State Fire Warden that he is now appointed a Village Fire Warden and that residents of the Village of Lino Lakes can still get burn- ing permits. Also that the newspapers should state that the Council would like to receive names for a State Fire Warden to take Mr. Rosengren's place. Seconded by Mr. Bohjanen. Motion carried. Minutes of the P&Z Board were read. A meeting of the P&Z and Village officials will be held on Thursday the 31st to meet with Mr. Forrest Tagg to look over the proposed donation of land for a Village Hall. Mr. L'Allier made a motion that Mr. Duane Kiepel be appointed chairman of a committee of 3 or 4 individuals of his selection to sit down with Mr. Dupre and that they follow through on minograph letter setting forth house numbers for each home and farm in the Village and the home owners be requested to display their number on the mail box and tell on the letter what fire department to call. Seconded by Mr. Cardinal. Motion carried. IIIMr. Rosengren made a motion that the Auxiliary of the CD be granted a one -day permit for the sale of 3.2 beer on Sept. 10th. Seconded by Mr. Cardinal. Motion carried. Mr. L'Allier made a motion that Mr. Locher be authorized to look into an ordinance to protect home owners in the Village but to forego drafting one until we check in the Green River Ordinance. Seconded by Mr. Rosengren. Motion carried. 240 Mr. Peter Scherer presented a letter regarding the maintenance of his road for filing for future reference. He was asked to get an affidavit from the grader operator. Mr. Dennis Houle asked for a new printing of the building permits (application for) and eliminate the ?Township of Centerville" from the foremat. Mr. L'Allier made a motion to adjourn at 10:40 PM. Seconded by Mr. Bohjanen. Motion carried. The regular meeting of the Lino Lakes Village Council was held Sept. 11, 1967, called to order at 8:05 PM by Mayor Ross who stated that Mr. Rosengren was on vacation, all other members present. The minutes of the August 28th meeting were read and corrected. The bills were accepted as read. Mr. L'Allier moved that the Clerk be given the authority to order the 200 building permit applications from the Anoka Co. Union and Shopper. Seconded by Mr. Bohjanen. Carried. The preliminary work on the gas tax refund (Federal) was presented. Mr. Locher will carry through on this. Some estimates on the cost of a new spirit duplicator were presented. It was suggested that the Clerk and Deputy Clerk bring a recommendation on buying either a new or used machine to the next meeting. Mr. L'Allier mentioned that the annual meeting of the ASC would be held at the Lino Lakes School. Also that the regular meeting of the Anoka League of Municipalities would be held at the Village Hall on Sept. 27th at 8 PM. Mr. L'Allier queried Mr. Locher on the possibility of a second polling place in the Vil- lage. Mr. Locher stated that as far as he could determine we were not prohibited from
