Discussion followed about the number of judges required, cost of these and <br />the place, which Mr. L'Allier suggested be a garage at the corner of Birch St. and <br />Centerville Rd. Mr. L'Allier then moved that Mr. Locher request an Attorney General's <br />Opinion on the legality of establishing a second polling place in the eastern part of <br />IIIthe Village and also on the maximum number of judges necessary for this. Seconded by <br />Mr. Cardinal. Carried. <br />Mr. Roy Backlin asked if Mr. Locher would determine whether it was possible to have <br />voting in two places and do all the counting at one place. <br />It was brought up that Mr. Art Hawkinson of Lino Lakes had complained about reckless <br />driving near the AT&T tower on Ash St. and Centerville Rd., also that discharge of rifles <br />had knocked out several lights on the tower. Mr. L'Allier suggested that the Village <br />police and the Centerville police get together for a weekend to try to curb this <br />disturbance. <br />Mr. L'Allier moved that Mr. Locher and Mr. Dupre take the necessary steps to remove two <br />condemned buildings on Bald Eagle Blvd. within 30 days. Seconded by Mr. Bohjanen.Carried. <br />Mr. L'Allier mentioned that putting the sulfite liquor on Rolling Hills Dr. was not in <br />the minutes. Much discussion followed on pros and cons of using the sulfite or oil and <br />the costs involved. Mr. L'Allier then moved that the Clerk and the Road Superintendent <br />come up with the total expenditures on Rolling Hills Dr. and Bald Eagle Blvd. by the next <br />meeting. Also the balance in the R&B Fund and the cost of maintenance. Also authorize <br />the Engineer to get a cost estimate on oil on Bald Eagle Blvd. and additive and oil on <br />Rolling Hills Dr. by the next meeting. Seconded by Mr. Cardinal. Carried. <br />Possibility of work on Oak Dr. was mentioned. It was suggested that nothing be done <br />111 until Mr. Rosengren.returns. Mr. Gotwald said that as far as he was concerned there <br />were no particular drainage problems involved; he would recommend no ditches, but use <br />the additive. <br />Mr. L'Allier moved that the Council go on record stating that Oak Dr. be given preference <br />in the 1968 budgeted road improvement plan after studies on the roads already completed <br />to see which coating was prefered. Seconded by Mr. Cardinal. Carried. It was mentioned <br />that several other short pieces of village road which are far apart should also be given <br />preference in 1968, but we can not bind future Councils. However, the road study com- <br />mittee should be informed of this. <br />Mr. Gotwald stated that he had checked the overpass at Rondeau and the approach was now <br />okay. Mr. Pete Scherer asked about no guard rails on several approaches to 35E. Mr. <br />Gotwald will check. <br />Mr. Bohjanen presented a sketch of the proposed design for the new entrance signs for <br />the Village done by the C&BDC. The signs would be 4' by 8' and cost approximately $65 <br />apiece. Questions were asked about spending Village money for promotion and about getting <br />permits to place the signs on State highway property. Mr. L'Allier moved that Mr. Locher <br />check out the legalities on requirements for signs; Seconded by Mr. Bohjanen. Carried. <br />The population of the Village could be added to the sign with a detachable plaque, also. <br />Mr. L'Allier moved that the Council authorize the estimated expenditure of $65 apiece <br />for 5 signs with the understanding that the Council view the drafts for final approval <br />and see the diagrams for the locations of such signs. Seconded by Mr. Cardinal. Carried. <br />There was discussion of sewers for the Treatment Center and Lakeview area. <br />III <br />Mr. Bohjanen moved that the Council go on record with a resolution urging the County <br />Commissioners to go into a watershed feasibility study for Rice Creek. Seconded by Mr. <br />Cardinal. Carried. A copy of this resolution should be sent to all the commissioners. <br />The Council decided that the Sunday liquor recommendation by the C&BDC not be put on the <br />
